Support to the Internal Displacement Solutions Fund (IDSF)


By the end of 2022, 71.1 million people were living in internal displacement worldwide, a 20 per cent increase in a year and the highest number ever recorded (IDMC 2023). Switzerland is actively supporting the implementation of the UN Secretary General’s Action Agenda on solutions to internal displacement with its different instruments. Supporting the newly established Internal Displacement Solutions Fund (IDSF) represents a game-changer in supporting joint UN country level solutions to internal displacement.

Contesto The number of internally displaced persons (IDPs) has reached an alltime high with 71.1 million people. The report of the High Level Panel on internal displacement (HLP) from 2021 led to an important paradigm shift, recognizing internal displacement as an issue which needs to be tackled from a development perspective, taking into account humanitarian and peace imperatives. With the SG’s Action Agenda for solutions to internal displacement, the IDSF was established to specifically support UN Country Teams (UNCTs) to step up joint action for solutions to internal displacement under RC leadership.

Effetti a medio termine

Objective 1: Development planning alongside humanitarian response is accelerated through multi-sectoral national IDP-solutions strategy development.

Objective 2: Whole-of-UN response on IDP-solutions is supported through Multi Agency Coordination and programmes.

Objective 3: Internal displacement is included in national budgeting and planning processes. 

Risultati

Risultati principali attesi:  

  • The IDSF is launched and accessible to 15 countries (Afghanistan, CAR, Chad, Colombia, Ethiopia, Iraq, Libya, Mozambique, Niger, Nigeria, Somalia, South Sudan, Sudan, Vanuatu and Yemen).
  • Lessons learned on joint UN programming on solutions to internal displacement are documented and disseminated.

Bilateral: Coordination with Swiss representations abroad to strengthen the integration of Switzerland’s multilateral and bilateral engagement in DS (Niger, Somalia, Ethiopia, Iraq, Myanmar).

Coordination with the Humanitarian Competence Center for the deployment of SHA experts, SDC’s Multilateral Division for the UNDS reform dialogue and multilateral humanitarian engagement, the Swiss Missions in New York and Geneva.
