Contribution to UNHCR Programme Budget 2023-2024 (earmarked)

UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.


Allocation of SDC Funding (Asia, Latin America and Caribbean Division) in 2023 to ICRC Operations in Central America, Colombia, Venezuela, Haiti

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.


Strengthening Governance and Human Rights in Central America

The program supports the entities of the Inter-American Human Rights System (IAHRS) in their mandate in order to strengthen the IAHRS’s capacities to monitor and issue recommendations and reparation measures for the protection of the human rights of human rights defenders, women as well as indigenous and Afro-descendant peoples in Central America. In particular, the capacities of civil society organizations to activate the IAHRS through advocacy actions will be reinforced.


Citizen Security

01.09.2022 - 30.06.2024

The program supports the Security Ministry and the National Police of Honduras in professionalizing institutional processes with a focus on human rights and gender as well as on community policing. In the Gulf of Fonseca and La Mosquitia, the program consolidates local coordination mechanisms for violence prevention involving justice and security sector actors, local governments and civil society. During the exit phase, the aim is to institutionalize the achieved results.


Regional Protection and Migration Programme

Latin America faces the second largest forced displacement crisis in the world with 7.1 million people forcibly displaced from Venezuela, Central America, the Caribbean and other continents. 6.2 million more are displaced in their own country. Persons in human mobility need protection against gender-based violence, exploitation and exclusion. In Colombia, Ecuador and Peru, Switzerland addresses causes and consequences of displacement, providing aid, striving for integration and supporting actors to protect the most vulnerable.


Contribution to the country office of UN Human Rights in Honduras (United Nations High Commissioner for Human Rights)

UN Human Rights has established itself as the principal point of reference for critically positioning human rights in the public and political agenda of Honduras. It will continue to strive to provide protection of individuals and communities whose rights are at risk or denied, while also working to further develop institutions, laws and policies that effectively protect human rights. This will contribute to rule of law and providing the necessary framework for equitable and sustainable development.


Social Performance Task Force (SPTF)

01.01.2022 - 31.12.2025

Savings, loans, insurance and digital finance are key enablers for low-income households to improve their livelihoods and for micro-entrepreneurs to run their businesses. The SPTF promotes client-centric and responsibly offered financial services through the application of the Universal Standards for Social and Environmental Performance Management. This will contribute to serve 60% of adults (70% women) in low-income countries not having access yet to financial services.


Strengthening Systems to Combat Corruption and Impunity in Central America

The program contributes to the reduction of corruption and impunity in the Northern Triangle of Central America, strengthens the anticorruption investigative and criminal prosecution capacities of the specialized units of the Public Prosecutors and reinforces the political lobbying of civil society organizations to promote institutional reforms.

Dialogue sur la gouvernance des ressources naturelles

01.10.2019 - 30.09.2022

The program strengthens the capacities and the presence of the Inter-American Human Rights System in Central America in order to ensure the follow-up on court judgements and recommendations, to educate employees of the justice sector, to report on the Human Rights situation and to strengthen the protection of Human Rights defenders. The program further promotes dialogue on natural resource management among governments, the private sector, indigenous peoples, and Afro-descendants.


Citizen security

Renforcement de la police hondurienne

01.09.2018 - 31.12.2022

The program supports the reforms of the National Police focusing on institutional integrity: reform of the police education system, community policing and effective control systems for personnel. In the Gulf of Fonseca and the Mosquitia, justice and security sector actors, local governments, civil society, private sector and indigenous populations strengthen their cooperation and jointly implement local and regional violence prevention strategies.


Fortalecimiento de la Gobernanza y de los Derechos Humanos con enfoque en el Triángulo Norte de Centro América

El programa facilita que autoridades de gobiernos, sistemas de justicia, sociedad civil, empresa privada, prioricen acciones de vigilancia, promoción y protección de defensores de derechos humanos y de pueblos indígenas y afrodescendientes en el marco del Sistema Interamericano de Derechos Humanos, e inicien un proceso de dialogo regional alrededor de la gestión de los recursos naturales.

Cocoa Chain Value Family

01.01.2018 - 30.09.2024

Actors in the Central American cocoa value chain improve their productivity, establish public-private alliances, respect economic, social and cultural rights, and reduce their environmental impact. Thanks to the program 4,500 producer families will increase their net annual income by at least 10%, while 4,000 young adults and 2,000 women gain access to sustainable jobs. This will boost the local economy in the poor and peripheral areas in which cocoa is grown.
