Citizen security

The program supports the reforms of the National Police focusing on institutional integrity: reform of the police education system, community policing and effective control systems for personnel. In the Gulf of Fonseca and the Mosquitia, justice and security sector actors, local governments, civil society, private sector and indigenous populations strengthen their cooperation and jointly implement local and regional violence prevention strategies.

Program “Strengthening Governance and Human Rights in Central American with a focus on the Northern Triangle”

The program contributes to reducing impunity for human rights violations and to protecting the economic, social and cultural rights of the indigenous and afro-descent peoples pursuant to Convention 169 of the International Labor Organization. The program strengthens the regulatory framework for international human rights standards and promotes dialogue around natural resource conflicts including the public and the private sector.


Citizen Security

01.08.2018 - 31.07.2030

Citizen security in Honduras continues to be both a political and a social priority. This program strengthens the institutional capacities of justice operators such as the National Police, the Public Prosecutor, and the Judiciary, and connects the justice system with measures in the Gulf of Fonseca and Muskitia regions, through implementation of at least 6 Local and Territorial Safety Plans. This will create safer public spaces, reduce impunity and support life without fear.

Fortalecimiento de la Gobernanza y de los Derechos Humanos con enfoque en el Triángulo Norte de Centro América

El programa facilita que autoridades de gobiernos, sistemas de justicia, sociedad civil, empresa privada, prioricen acciones de vigilancia, promoción y protección de defensores de derechos humanos y de pueblos indígenas y afrodescendientes en el marco del Sistema Interamericano de Derechos Humanos, e inicien un proceso de dialogo regional alrededor de la gestión de los recursos naturales.  


Inclusive territorial economic development in region 13, Gulf of Fonseca

The program fosters public-private alliances, improves the business climate, strengthens territorial governance and production system resilience, and facilitates the stakeholders of the cashew, sustainabie ranching and ecotourism in resolving the causes of conflicts such as limited access to markets, credit, land and water in the Gulf of Fonseca region. This generates 10,000 new jobs and increases the income of 15,000 families living in the Choluteca, Goascoran and Nacoame river watersheds.

Transformative Empowerment Program with a Psychosocial Focus

In Honduras, long-lasting socio-economic conflicts and endemic violence led to a culture of fear and collective trauma hindering sustainable development. Therefore, the Swiss Cooperation Office introduces the psychosocial dimension in cross-cutting manner. SDC partner organizations will integrate a psychosocial approach into their work, strengthening the linkage between individual wellbeing, sustainable development, and human rights. Furthermore, national capacities for psychosocial work in development cooperation will be strengthened.


Contribution to the country office of the United Nations High Commissioner for Human Rights in Honduras (OHCHR)

The OHCHR has established itself as the principal point of reference for critically positioning human rights in the public and political agenda of Honduras. It will continue to strive to provide protection of individuals and communities whose rights are at risk or denied, while also working to further develop institutions, laws and policies that effectively protect human rights. This will contribute to rule of law and providing the necessary framework for equitable and sustainable development.


ProJoven: Vocational training for young people at risk of exclusion

En la fase II, ProJoven contribuye a la inserción laboral de aproximamiento 6’000 jóvenes en riesgo del Distrito Central, de la región Golfo de Fonseca y Mosquitia/Atlántida. Esto significa un mínimo de 80% de los 7’500 jóvenes formados con un sistema de formación profesional-inserción laboral de calidad y acorde a la demanda del mercado, que alcanza sectores productivos, servicios y turismo. Además, el sistema formación-inserción laboral incorpora un enfoque psicosocial para la sostenibilidad de los resultados.


Cocoa value chain

Actors in the Central American cocoa value chain improve their productivity, establish public-private alliances, respect economic, social and cultural rights, and reduce their environmental impact. Thanks to the program 4,500 producer families will increase their net annual income by at least 10%, while 4,000 young adults and 2,000 women gain access to sustainable jobs. This will boost the local economy in the poor and peripheral areas in which cocoa is grown.  


WOLA Central America Monitor Single Phase

The WOLA Central America Monitor systematically assesses the progress (and regress) made to strengthen the rule of law, to reduce violence, and to combat corruption in the countries of the northern triangle (Guatemala, Honduras and El Salvador). For this purpose it uses a set of quantitative and qualitative indicators which are publicly accessible. Data-based progress monitoring will provide the international community with a valuable basis for donor coordination and for the policy dialogue with the governments of Guatemala, Honduras and El Salvador.


Gobernanza del riesgo en Centroamérica

Centroamérica es vulnerable al cambio y la variabilidad climática así como a otras amenazas geológicas que ponen en riesgo la vida de alrededor de 19 millones de personas y su desarrollo económico. El proyecto promueve la gobernanza regional para mejorar la efectividad en la reducción de los desastres y la adaptación al cambio climático para contribuir al desarrollo resiliente. Promueve acciones de preparación y respuesta a desastres, así como la formación especializada y de calidad en reducción de riesgos de desastres en carreras universitarias seleccionadas.


Strengthening responsible inclusive finance practices and building capacity in Central America & Caribbean by leveraging SPTF’s global work

Application of the Universal Standards for Social Performance Management (USSPM) by inclusive financial service providers can ensure that low-income and vulnerable people will improve their livelihoods as a result of client-centric financial services offered responsibly. The Social Performance Task Force is best positioned to promote the application of the USSPM globally - and with REDCAMIF in Central America & Caribbean - as effective market transparency and self-regulation tool for the global inclusive financial inclusion industry.
