Renewable Energy Skills Development RESD
The Renewable Energy Skills Development Project aims at supporting the expansion of Renewable Energy in Indonesia. It will do so by increasing the availability of qualified staff in the labor market for professional design, planning, installation, operation and maintenance of Renewable Energy (RE) power plants.
Renewable energy becomes increasingly important for the sustainable economic development of Indonesia. Electrification in remote areas can only be achieved in an efficient way, if renewable technologies are used. In addition, the constant economic growth triggers a raising demand in electricity, of which up to 25% is expected to be covered through climate-friendly renewable sources. At the same time, renewable energy projects in Indonesia show a very high failure rate due to the lack of technical support for design, operation and maintenance. Main reason is a shortage of specialists with skills responsive to the labour market needs.
The overall goal of the Renewable Energy Skills Development Program is to enable competent design, planning, installation, operation and maintenance of Renewable Energy power plants through the availability of qualified staff relevant to labour market needs. The project will do so by setting up multidisciplinary training programs at the tertiary level that equips civil, mechanical and electrical engineers with the necessary renewable energy know-how. In the long run it will thereby contribute to more and better jobs in the sector and support the Government of Indonesia in successfully exploring its huge potentials in Renewable Energy generation and Greenhouse gas emission reduction.
By 2025, formal Renewable Energy specialization programs at tertiary level for hydro and solar technology are in place in the participating polytechnics and produced about 900 specialized graduates that fit labour market requirements.
At least five training providers offer non-formal modular trainings at the highest levels of the national Indonesian Qualification Framework (IQF is a neutral reference framework that can equalize learning outcomes resulted from formal and non-formal education), and have provided relevant skills and knowledge in Renewable Energy to at least 300 trainees already active in the labour market.
Supporting structures for cooperation between training providers and the private sector in RE are in place, help to market training programs, match job seekers with potential employees and provide information about job openings.
Detailed curricula for the participating polytechnics for post-graduate specialization programs in Renewable Energy are developed.
A series of modular short-term trainings for hydro and solar for non-formal education are developed.
Five polytechnics and two non-formal service providers have access to qualified trainers and adequately equipped and well-functioning laboratories.
National standards at the Indonesian Qualification Framework (IQF) level 6 to 8 for Renewable Energy are developed and approved by the Professional Certification Authority.
The private sector and Swiss polytechnics have been actively involved in the development of training programs and suitable internship programs are in place.
A web-platform on the Indonesian RE sector is operational and three national renewable energy conferences with participation of all main stakeholders in the sector have taken place.

This tender procures an Implementing Agency. The overall objective of the Implementing Agency’s assignment is to ensure the implementation of the Renewable Energy Skills Development (RESD) project in Indonesia with its three main components. The duration of the basic contract for implementation is expected to be approximately 4.5 years. The indicative budget amounts of CHF 6.5 million. This procurement includes the option of an extension of the project into a second phase for the duration of an additional 3.5 years. The Terms of Reference provide more information about the scope and requested services for the basic contract and option 1.
