Background

Asia is urbanizing fast. Cities are facing growing challenges to provide reliable access for their population to basic services such as water supply, wastewater and solid waste treatment, electricity and transport.

There is a huge shortfall of urban infrastructure, due to financial constraints of the countries, but also by a shortage of well-conceptualized projects attractive for both public and private financing institutions.

Objectives

CDIA supports cities in preparing urban infrastructure investment projects which fulfill criteria of environmental and climate friendly development, pro-poor development and good governance, and in finding funding sources for their implementation.

SECO’s contribution is partially earmarked for CDIA work in SECO priority countries Indonesia and Vietnam and for climate friendly urban investment projects.

Medium-term outcomes

Bridging the capacity gap: increased capacity of city governments and national partner organizations in preparing sustainable infrastructure investment projects-

Bridging the planning-financing gap: secured funding commitments for the implementation of prioritized sustainable infrastructure projects in Asian cities-

Bridging the institutional gap: increased number of cities with planning processes reflecting lessons learnt from the support received by CDIA- and CDIA itself secures funding from Asian sources for its staff and administration costs.

Results

Expected results:

Identification and prioritization of investment projects in line with a city’s long term development plans.

Pre-feasibility studies conducted on prioritized and viable investment projects fulfill criteria of environmental and climate friendly development, pro-poor development and good governance.

Project preparation matching the requirements of interested public or private funding sources.
