Citizen Engagement for Good Governance, Accountability & the Rule of Law – CEGGA II


This last phase of the “Citizen Engagement for Good Governance, Accountability & the Rule of Law” project will provide more opportunities for local communities and civil society organizations to engage in the country’s socio-economic development, and to collaborate with the legislature in bringing citizen’s voice and concerns to the local and national executive authorities. Switzerland longstanding experiences in the country are key advantages to work on the rule of law and good governance issues.

Contesto The Lao People’s Democratic Republic (Lao PDR) is constituted as a one-party state since 1975. The space for citizens’ engagement in public affairs is a challenge, and the environment for civil society is controlled, as high importance is given to political stability and discouraging dissent. Since the adoption of the Decree on Associations in late 2009, citizen may form membership-based Non-Profit Associations. However, their role is limited to service providers; and the space for CSOs has been further restricted following to the 2012 crackdown on local CSOs. In recent years, the landscape for civil society organizations in the country has undergone limited but positive development which increasingly allows for civil society contribution to national development. Registration processes have been clarified during the last couple of years and 230 local associations were registered with the Ministry of Home Affairs in 2021. The Lao legislature comprised of the National Assembly and, since 2016, the Provincial People’s Assemblies are increasingly assuming a more independent and assertive oversight and representative role, while still facing many constrains to function as effective representatives and oversight entities. As stated in the 9th National Socio-economic Development Plan, the Lao government remains committed to establishing a “Rule of Law” state, laying the ground for enhanced citizen-state interactions for inclusive national development.
Obiettivi Good governance, human rights and the rule of law in the Lao People’s Democratic Republic, as laid out in the Government of Lao’s policies and strategies, is promoted.

  • About 25 Non-Profit Associations and 1 local CSO coordination committee
  • About 672 government officials, National Assembly and Provincial People’s Assemblies members and staff
  • Direct Beneficiaries: 43,000 citizen directly benefiting from NPA’s small-projects, PPA’s outreach and Legal Aid services
  • Indirect beneficiaries: 830,000 people living in the two target provinces (Luang Prabang and Khammouane)

Citizen-state interaction is enhanced for inclusive national development.

  1. The dialogue between government institutions and civil society organizations has improved in frequency and substance
  2. Citizen-oriented decision-making processes of the National Assembly & Provincial People’s Assemblies in selected provinces are implemented
  3. Access to Justice is strengthened

Risultati principali attesi:  

  • CSOs dialogue with state partners have increased at national and provincial level
  • About 25 small-grants and tailored capacity building provided to NPAs
  • The NPA registration process and NPA registry are modernised and digitalised
  • The NA legislation-making process are informed by Independent experts, local and international CSOs
  • Public engagement mechanism (e.g. public hearings, outreach) is strengthened and applied by PPAs, and are ready for further scaling-up throughout the country
  • PPA’s gender-responsiveness in following-through issues raised by citizen is strengthened
  • Legal awareness and knowledge of citizen increased, including increased access to legal aid services
  • State partners and supported NPAs have increased knowledge on rule of law principles and human rights obligations


Risultati fasi precedenti:  

  • 37 Non-Profit Associations (NPAs) enhanced their capacity to implement small projects with a focus on gender & social inclusion
  • 1,260 public officials have increased their capacities to implement the Decree on Associations No. 238, and to process NPAs registration
  • Standard Operating Procedures and materials for implementing Decree 238 were developed and rolled out
  • Database of NPAs registrations was established
  • Increased National Assembly (NA) and Provincial People’s Assemblies (PPAs) capacities on public engagement, public hearing and consultations
  • Increased PPAs engagement with citizens through 24 public hearings (reaching over 5,200 constituents in 2021)
  • Increased quality of selected legislative processes through public consultations and expert briefings on 11 legislations (a.o. 2019 Gender Equality Law; 2020 Law on State Compensation)
