Serbian case at the CEMETS Summer Institute on Vocational Education and Training

A Serbian delegation attended this year’s 10-day CEMETS Summer Institute of the ETH Zurich on the topic of Vocational Education and Training where it presented its Masterplan for the implementation of the Law on dual education in Serbia.

This year the Center for the Economics and Management of Education and Training Systems (CEMETS) brought together 12 countries with 65 representatives. The Serbian delegation consisted of representatives of the Chamber of Commerce and Industry of Serbia, the Serbian research institute Center for Education Policy and the Swiss Cooperation Office in Serbia. This is the third year that Serbia has had its representatives at CEMETS, but the first time that the country was involved in the program as an example of good practice.

The Serbian delegation presented the Masterplan for the implementation of the Law on dual education in Serbia, adopted by the Serbian Government Commissions tasked to monitor the implementation of the Law on dual education.  After the presentation, a number of countries spoke of replicating the path Serbia has undertaken, especially the process of action planning defined in the Masterplan, supported by research and the definition of a trial period in law implementation.

The Masterplan for the implementation of the Law on dual education in Serbia is one of the first results of a good cooperation established within the Swiss-supported project supporting policy advice for efficient dual education reform. The document was designed by the Serbian Ministry of Education, Science and Technological Development, the Chamber of Commerce and Industry of Serbia, the Serbian research institute Center for Education Policy and the Swiss Economic Institute KOF of the ETH Zurich.

During the CEMETS Summer Institute, members of the Serbian delegation attended lectures, went on study visits and presented its reform case – an issue the system is facing while implementing the Law on dual education. Upon completion of the CEMETS, the Serbian delegation will jointly work on the case and will benefit from an international network of education and economy leaders and continued support and feedback through the CEMETS. A report with a solution proposal is expected by the end of 2019.
