Energy Efficiency in Municipalities


SECO supports a project managed by the German Gesellschaft für Internationale Zusammenarbeit (GIZ) aiming at establishing basic municipal energy management and energy planning in smaller Ukrainian cities. These measures improve the energy efficiency and thereby contribute to climate change mitigation in the project cities.

Contexte

Ukraine has one of the highest energy intensities of the world, hampering economic efficiency and mitigation of climate change. The biggest energy saving potential lies in the modernization of the heat generation, its transportation through district heating systems and its consumption in buildings, which largely depend on municipal policies and investments. However, particularly smaller municipalities don?t know how to reap the economic benefits of energy efficiency.

Objectifs

Smaller cities (with appr. 45?000 to 200?000 inhabitants) in Ukraine are capable of implementing basic municipal energy management and of establishing energy planning.

Effets à moyen terme

25 cities have established a basic municipal energy management focusing on public buildings

25 cities have established climate friendly municipal energy plans for the first time, thereof 5 municipalities also develop a district heating strategy

15 cities implement one subsidized demonstration project each with an energy saving of approximately 30%

A donor working group on district heating monitors the implementation of a joint results framework

Résultats

Principaux résultats attendus:  

Cities appraise their building stock and control the energy consumption of their buildings

Cities estimate their overall energy demand and prioritize measures that reduce energy demand and CO2 emissions

A working group on district heating is established amongst donors
