Switzerland to recalibrate its development cooperation with Zambia by 2028

Switzerland has announced plans to phase out its bilateral development cooperation with Zambia by the end of 2028, as part of a broader reduction in aid to various countries, programmes and partnerships where Switzerland is active.

The decision follows budget cuts by the Swiss Parliament to the Swiss Agency for Development and Cooperation (SDC).

The decision to gradually phase out the bilateral development cooperation in Zambia is based on Switzerland’s assessment of actual needs and long-term diplomatic and economic priorities. In the case of Zambia, the absence of an official representation in Lusaka has limited the capacity to monitor progress and to engage with partners in the country.

Switzerland and Zambia have maintained a strong partnership since the 1960s with a recent milestone being the signing of a bilateral cooperation agreement in 2023. While the decision has been taken to gradually phase out its bilateral programme until 2028, cooperation will still continue.

Looking ahead, Switzerland will focus on climate action in its collaboration with Zambia. Negotiations for an Article 6 agreement to enhance climate financing and promote sustainable development through stronger engagements with the private sector are set to begin in early 2025. Additionally, Switzerland aims to strengthen institutional partnerships, including collaborations with higher institutions of learning to expand training opportunities in Zambia.

As for the phasing out of the Swiss bilateral programme, it has largely been delivered through multi-donor projects, which will allow for the projects to recalibrate without having to undergo a sudden halt in activities. Switzerland remains committed to ensuring a smooth transition and honouring its obligations to partners and local communities through 2028.

This transition marks not an end, but a new phase in Swiss-Zambian relations, building on past achievements while fostering future opportunities.
