Colombia, UNDP: UN Multi-Partner Trust Fund for Peacebuilding (MPTF)

Launched in 2016 within the “Colombia in Peace” framework, the first phase of the Multi-Partner Trust Fund (MPTF) of the United Nations for Post-Conflict for Colombia aimed to support national stabilization efforts as well as early preparation and implementation of the peace agreements. In 2019, nine donors (Norway, UK, Germany, Canada, Sweden, Ireland, Chile, Korea and Switzerland) and the UN Peacebuilding Fund have agreed to support the second phase of the Fund, focusing on strengthening the stabilization of the territories and contributing to the achievement of sustainable peace results.

Hintergrund Sustainable peace in some regions has not occurred yet and the population in these territories, who have suffered from the armed conflict for decades, have not experienced peace. In addition, the void left by the FARC guerrilla has been replaced by other non-state actors or criminal structures, recreating dynamics of conflict and violence. Furthermore, since the process of implementation began, multiple members of the FARC guerrilla rejected the terms of the agreement and formed dissidences, spread in several regions of the country. Therefore, in this second phase it is important that the Colombian State makes presence in these areas in order to consolidate the fragile peace situation and ensure it leads to a lasting peace.
Ziele To support the consolidation of a sustainable peace by contributing to the implementation of the Peace Agreement between the Colombian State and the FARC-EP, as well as other complementary actions related to the construction of peace in Colombia. 
Zielgruppen Conflict-affected population in post-conflict areas and ex-combatants in 170 (out of a total of 1211) municipalities in Colombia (PDET).
Mittelfristige Wirkungen

1) To strengthen State presence and capacity in the municipalities most affected by the conflict, with the aim of closing historical gaps, reducing inequity and strengthening security.

2) To implement actions that promote, as a foundation of peace, coexistence, reconciliation and non-stigmatization towards the generation and strengthening of trust.

3) To provide comprehensive collective reparation to victims, with a differential gender focus, guaranteeing truth, justice, reparation and non-repetition.

4) To continuously monitor and report effectively and regularly on progress in the implementation of the agreements and the stabilisation process.

Resultate

Erwartete Resultate:  

-Processes of economic and productive rehabilitation of the PDET territories, including actions of substitution of illicit crops have been supported;

-The structuring and implementation of reincorporation projects with a community approach have been supported;

-Integral psychosocial accompaniment as a fundamental axis in the development of reincorporation has been offered;

-The State has been supported in the strategy of reparation and collective attention to victims, including their participation in transitional justice mechanisms.


Resultate von früheren Phasen:  

In its first phase, the MPTF managed to mobilize US$ 85.668.040 and to assign US$ 80’700’000 to 107 projects in 345 municipalities, benefiting more than 1’400.000 people. 135 of these are part of the 170 PDET prioritized municipalities.

The Fund has been an important instrument to the establishment of a new institutional framework, having created specific units in charge of the implementation of the peace agreements points, and has proven successful when providing a rapid response to guarantee stabilization in the territories that have been prioritized for the post-conflict era.

Koordination mit anderen Projekten und Akteuren

-As main members of the MPTF Steering Committee, the UN RC/HC, the Office of the Resident Coordinator (RCO), donor representatives, APC and the High Ministerial Advisor for Stabilization will be key partners of the Fund.

-SECO will participate in the IADB Fund (“Colombia Sostenible”) with CHF 5 million. The “Colombia en Paz” fund is a permanent observant member of “Colombia Sustenible” assuring complementarity between the existing 4 Funds (MPTF, Colombia Sostenible, EU Trust Fund and WB Fund).

-The MPTF participates in the EU Trust Fund for Colombia as an guest of honour, as a way to seek the expected complementarity.
