Nordafrika (Ägypten, Tunesien, Marokko, Libyen und Algerien)

Die politischen Umwälzungen 2011 haben in Nordafrika einen langwierigen und ungewissen Übergangsprozess in Gang gesetzt. Das Engagement der Schweiz konzentriert sich darauf, die Länder in ihrer politischen, wirtschaftlichen und sozialen Transition zu unterstützen. Die Projekte sind auf Demokratie und Menschenrechte, nachhaltige und inklusive wirtschaftliche Entwicklung und Erwerbstätigkeit sowie Migrations- und Schutzfragen ausgerichtet.

Die Region Nordafrika umfasst mehrere Länder mit sehr unterschiedlichem Profil, die wegen ihrer weltpolitischen Bedeutung und wegen ihrer Nähe zu Europa wichtige Partner der Schweiz sind. Alle Länder kämpfen mit denselben Herausforderungen: hohe Arbeitslosigkeit, vor allem bei Jugendlichen und bei Frauen, Korruption, regionale Disparitäten sowie politische, wirtschaftliche und soziale Exklusion. Dazu kommen eine fragile Sicherheitslage, eine stagnierende Wirtschaft und grosse Herausforderungen im Migrationsbereich.

Demokratische Transition und Menschenrechte

Die Schweiz trägt dazu bei, die Rechtsstaatlichkeit, die Menschenrechte, den politischen Dialog und die Zivilgesellschaft zu stärken. In Tunesien unterstützte die Schweiz die Wahlen seit 2011 und stellte Expertinnen und Experten zum Verfassungsrecht zur Verfügung. Die Schweiz hilft auch Tunesien und Ägypten ihre Vergangenheit zu überwinden, und unterstützt öffentliche Stellen bei ihren Bemühungen um mehr Transparenz.

Die Schweiz teilt ihre Erfahrung in der Berufsbildung und unterstützt Jungunternehmerinnen und Jungunternehmer und schafft Arbeitsplätze. Ein weiterer Schwerpunkt ist der nachhaltige Umgang mit natürlichen Ressourcen.

Nordafrika ist traditionellerweise geprägt von zahlreichen Migrationsbewegungen: innerhalb der Länder, der Region und als Ausgangspunkt nach Europa für Menschen, die aus ökonomischen- und Konfliktgründen ihre Heimatländer verlassen. Viele werden dabei Opfer von Gewalt, Rassismus und Ausbeutung, besonders Frauen und Kinder sind stark gefährdet. Die Schweiz arbeitet mit lokalen Behörden, der Diaspora sowie internationalen und bilateralen Organisationen, sie schützt und unterstützt gefährdete Migranten, Flüchtlinge und Opfer von Menschenhandel und setzt sich für deren Rechte ein.

Geschichte der Zusammenarbeit

Seit 2011 wird das Schweizer Engagement in Nordafrika departementsübergreifend von der Direktion für Entwicklung und Zusammenarbeit (DEZA), der politischen Direktion des EDA, der Abteilung für menschliche Sicherheit (AMS), vom Staatssekretariat für Wirtschaft (SECO) und vom Staatssekretariat für Migration (SEM) umgesetzt. Die Schweiz konzentriert ihr Engagement auf drei thematische Schwerpunkte: demokratische Transition und Menschenrechte, nachhaltige und inklusive wirtschaftliche Entwicklung und Erwerbstätigkeit sowie Migration und Schutz. In Ägypten und in Tunesien ist die Schweiz in allen drei Bereichen tätig. In Marokko ist sie mit einem kleineren Programm präsent und in Libyen und Algerien leistet sie humanitäre Hilfe. Zudem setzt sie sich in Libyen für die Friedensförderung ein.

Mittels Musik und Bildung eine gemeinsame «Nil-Kultur» entwickeln

Musikerinnen und Musiker des Nil-Projekts in einem Boot.

Das Nil-Projekt (Nile Project) wurde ins Leben gerufen, um die Menschen der elf Länder, durch die der Nil fliesst, für das Nilbecken als gemeinsames Gut und Ökosystem zu sensibilisieren. Dieswill das von der DEZA unterstützte innovative Projekt über die Musik und Bildung erreichen. Das Projekt bringt Künstler und Künstlerinnen mit Studierenden und betroffenen Bürgerinnen und Bürgern zusammen. Seit 2013 haben zahlreiche viel beachtete Konzerte stattgefunden und Studierende entwickeln Initiativen zur Förderung einer besseren Nutzung der Wasserressourcen.

Inclusive Green Growth in Egypt

Egypt is facing economic challenges among which high poverty and high unemployment rates impact the most marginalized to a greater degree. This new program contributes to an innovative and inclusive development approach to promote the green economy[1] through utilizing agricultural waste and other untapped profitable green resources to make use and leverage local resources to strengthen the livelihoods of vulnerable communities in Upper Egypt and create jobs.

Strengthening the capacities of Community Based Organizations (CBOs) serving migrants in Egypt

In Egypt, Community Based Organizations (CBOs) are the key actors in responding to migrant’s basic needs. The aim of this program is to strengthen the CBOs through organizational capacity development and network building. This will lead to sustainable services for migrants and empower the CBOs to advocate for migrant’s needs in the donor community and with decision makers.


PSTIC: Provision of protection and humanitarian assistance to vulnerable migrants in Greater Cairo

The increase in migrants and refugees residing in Egypt, coupled with shrinking humanitarian funding are leaving many at protection risk. With new challenges due to the COVID-19 pandemic, the protection risks have risen and needs are exacerbated. This project will respond to the immediate protection needs of refugees and migrants by providing a comprehensive package of gender sensitive emergency protection services in Greater Cairo, with a special focus on women and children at risk.

The main barriers to the competitiveness of the total 2.5 million micro-small-medium enterprises in Egypt are a lack of affordable funding and a mismatch between the needs of the market and the skills available. With its proven expertise in micro-small-medium enterprises Switzerland supports economic growth and more efficient use of resources in Upper Egypt through the model of green economy such as utilizing agricultural waste to create jobs and strengthen livelihoods of communities.


Enhance employability of migrants in Urban Cairo

Food-processing and the food service sector is ranked as Egypt’s second largest manufacturing industry This project supports the employability of vulnerable Egyptians and migrants, especially women, in the food sector.


Egyptian Red Crescent: Providing primary health care services to migrants and Egyptians in Greater Cairo

Access to public primary health care for migrants and Egyptians is a serious challenge. By the means of two “Mobile Clinics”, the project will answer to immediate medical needs of migrants and Egyptians in Greater Cairo. Advocacy on protection and health issues among decision makers will contribute to filling the gaps in service delivery. Thanks to its experience and ongoing engagement in health and protection in Egypt, Switzerland is well placed to provide early recovery and self-resilience interventions.


Appui à la résilience de l’élevage pastoral en Afrique de l’Ouest

L’Afrique de l’Ouest connait une crise alimentaire qui touche environ 10 millions de personnes dont beaucoup d’éleveurs. Les plans de réponse des Etats et des institutions régionales ne mettent pas assez l’accent sur les éleveurs. Ce programme fournira une aide d’urgence à 174’240 éleveurs vulnérables de la région et améliorera les outils de distribution de l’aide dans les mécanismes régionaux et nationaux de gestion de crises alimentaire. Il réduira les conflits, en limitant les transhumances précoces.


Strengthening the capacities of Community-Based Organisations (CBOs) serving migrants in Egypt

In Egypt, Community Based Organisations (CBOs) are key actors in responding to migrant’s[1] basic needs. These include child and adult education, emergency assistance, medical and legal services. The project strengthens the ability of these organisations to provide these much-needed services. Moreover, CBOs will be empowered to advocate for migrant’s needs in the donor community and with decision makers. Reliable and sustainable services for migrants in Egypt also serve the migration interests of Switzerland.

 

[1]  The term migrant in this proposal includes refugees, asylum seekers, new arrivals in the “pre-refugee status determination phase”, (all nationalities identified by UNHCR) and vulnerable migrants (irregular and regular) residing in Egypt.

 



Potable Water Management Programme (PWMP) in Upper Egypt

Egypt is a water scarce country and has enormous needs in better managing water resources and reducing water losses as well as water consumption, as a prerequisite for inclusive economic development. This programme contributes to improved potable water management and service provision in the targeted affiliated Water & Wastewater Companies (WWCs) and to providing equal access to a reliable potable water supply system to deprived and informal areas in the economically disadvantaged governorates of Upper Egypt.

Switzerland can share its know-how in the water sector. ACTED: Strengthening humanitarian coordination and access to safe and dignified protection in Libya

Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.


North Africa Cultural Programme (NACP), Phase 1

By developing a Regional Cultural Programme, Switzerland seeks to facilitate intercultural dialogue and exchange as a foundation for peace and conflict sensitive development in North Africa and to foster artistic expression as a driver of change in support to the challenges of transition. This will promote peaceful coexistence, political stability and social cohesion in North Africa, hence providing a contribution to the prevention of violent extremism and alternatives for the fulfillment of North African youth in their own societies.

ASAP-M : Appui Suisse aux Associations Professionnelles au Maroc

Le projet ASAP-M phase 2 accompagne cinq Associations Professionnelles au Maroc, pour l’amélioration de leurs prestations envers les membres afin d’augmenter la performance des Micro, Petites et Moyennes Entreprises en termes de compétitivité, revenu et emploi. L’intervention se concentre  sur les deux régions les plus pauvres au Maroc - Beni Mellal Khénifra et Drâa Tafilalet - dans le but d’accompagner la mise en œuvre de la régionalisation avancée.

Projet Oriental Protection Migrants Maroc

Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.


Sustainable tourism in Morocco

The first phase of this project in Morocco aims at supporting the provinces of Azilal and Béni Mellal to develop a sustainable rural tourism with integrated sectors in order to reduce poverty, generate income opportunities, create new jobs and improve existing jobs in this region, especially for young people and women.

Water sanitation in 10 medium-sized cities

This program includes the construction and expansion of existing sewerage systems and the construction of waste water treatment plants (WWTP) in medium-sized cities in Tunisia. It is planned to dedicate the Swiss financing for the construction of the WWTP in Tajérouine, for complementary measures and for the implementation consultant.

The Capital Markets Strengthening Facility is an innovative cross-cutting initiative with the overall objective to develop stable and resilient capital markets and to facilitate long-term local currency financing for sectors critical for economic growth and poverty reduction. SECO?s funds are earmarked to its priority countries in the "South".


Sanad Fund

The Sanad Fund is an investment vehicle, that provides debt and equity financing to banks and microfinance institutions. The ultimate beneficiaries are micro, small and medium-sized enterprises. The Middle East and North African region is the main target region of the Sanad Fund.


Waste Water Treatment Plant in Thala and Feriana

This project aims at implementing wastewater infrastructure in the cities of Thala (15'000 inhabitants) and Fériana (27'000 inhabitants) in the Governorate of Kasserine, Tunisia. The infrastructure includes the financing of the treatment plants, the extension of the wastewater networks and pumping stations for both cities.
