Hintergrund The intensification of hostilities in various parts of Ukraine since 24 February 2022 have triggered mass displacement of populations across the country and towards neighbouring countries. The hostilities have severely affected densely populated areas, multiplying the risks and causing major concern for the protection of civilians and essential civilian infrastructure. The very fluid and rapid evolution of the situation, combined with severe security constraints makes it difficult to fully assess the humanitarian consequences of the conflict. The impact is expected to be massive and will affect communities in all regions in the country.
Ziele Providing immediate protection and assistance for all people affected by armed conflict and other situations of violence in Ukraine (government controlled and non-government controlled areas) and to a lesser extent to neighbouring countries (to be determined, i.e. Belarus, Republic of Moldova, Russian Federation).
Zielgruppen Victims of armed conflict and other situations of violence as well as detainees and other vulnerable people.
Mittelfristige Wirkungen The ICRC is committed to responding rapidly and efficiently to the humanitarian needs of people affected by armed conflict and other situations of violence by protecting the lives and dignity of all victims. The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.
