Integrated Urban Development Ukraine, Phase II

SECO supports a project managed by the German Gesellschaft für Internationale Zusammenarbeit (GIZ) aiming at improving the conditions for implementing integrated urban development on national level and at preparing eight cities to the application of integrated urban development concepts in line with European good practice.

Hintergrund

Marked by a long tradition of central planning, Ukrainian cities are ill prepared for assuming their new role as centers of development resulting from the government’s policies of decentralization and communal self-government. Municipalities receive their own financing resources and have to deliver public services so far provided by national authorities. The project supports selected Ukrainian cities in meeting this challenge by introducing modern urban planning instruments in line with the Association Agreement signed between Ukraine and the European Union.

Ziele

Improve preconditions for implementing urban development at the national level and enable selected cities in designing, applying and implementing integrated urban development processes, including infrastructure investments, to increase their ability to assume their roles of decentralized poles of economic growth and prosperity, in a sustainable climate friendly way.

Mittelfristige Wirkungen

Recommendations jointly developed by cities, civil society and national institutions are reflected in draft documents of the national policy framework on urban development

Cities have incorporated the principles of integrated urban development into their management and steering processes

Cities have implemented climate-friendly mobility projects that are derived from their integrated urban development concepts

An intermunicipal learning network on integrated urban development is established

Resultate

Erwartete Resultate:  

In new partner cities, Integrated urban development concepts are elaborated, consulted with the civil society and the private sector and are approved by the city council

Partner cities from phase I revise their mandatory planning documents in line with their Integrated urban development concepts

Sectoral urban mobility plans are finalized

Priority infrastructure investment projects deriving from integrated urban development concepts are identified, prepared and linked to potential financing sources

Small scale projects demonstrating the integrated urban development approach, with a focus on urban mobility, are prepared and implemented

Partner cities and other interested municipalities engage in both, a physical meeting and a digital format for peer-to-peer exchange in the frame of an intermunicipal learning network


Resultate von früheren Phasen:  

- Integrated urban development concepts (IUDCs) have been elaborated in a participatory manner and approved by the City Councils of four cities

- Integrated urban planning and service oriented management was fostered by trainings reaching around 40% of the municipal employees in four cities

- Integrated urban development has become a topic at Ministerial level, with a specific chapter that was integrated in the draft of a regulatory framework document on urban planning.

- Sustainable urban mobility plans or public transport strategies based on IUDCs have been elaborated in four cities

- A small demonstration project deriving from IUDCs has been identified in each of the four cities and planning documents prepared

- 4 priority infrastructure investment projects deriving from IUDCs have been selected and prepared up to the stage of pre-feasibility study
