Lack of capacity for effective participation in global policy is a bottleneck for national development and poverty reduction in many small and developing countries. DiploFoundation addresses that gap between limited capacities and raising needs of small and developing countries as well as marginalised groups for meaningful participation in global policy making.

Preserve Diplo's capacities to implement its activities including important projects for Switzerland’s international activities.

Target groups

Beneficiaries of Diplo’s courses and CD programmes in small and developing countries, including government departments, regional organisational, NGOs, local authorities, marginalised groups and communities involved in regional and global policy processes; Staff of SDC and partner organisations.

Medium-term outcomes
  • Diplo’s online learning platform and methodologies remain innovative and up-to-date
  • Diplo’s effectiveness and efficiency to implement e-participation activities is increased
  • Enhanced Diplo’s activities through more effective multimedia tools
  • Local communities are better represented in activities and /events initiated by Diplo, the SDC and other partners
  • SDC better understands the potential of online learning and e-participation for projects
  • More effective, innovative and visually informative SDC communication of the SDC on development issues
  • Better understanding of visual elements by both Diplo and SDC staff

Expected results:

Research products, developed online learning platform, guidebook for online learning, guidance toolkit on visualisation tools, effective multimedia reporting, training, advise, production of visual reporting, Survey of SDC’s knowledge and experience with online learning.

Results from previous phases:

Reduction of dependence on SDC from 85% (2007) to 33% (2013) by the diversification of funding and the development of new programs. However, SDC’s declared objective to assure other funding sources was not met. In 2015, SDC has not contributed financially to Diplo. As a result, unsustainable funding created institutional insecurity and staff turnover, jeopardizing the implementation of development-oriented activities and projects financed by other units of the DFAE and other federal offices.
