The challenges and opportunities linked to migration require a coordinated response from the international community that goes beyond individual country measures. For this reason, Switzerland works towards an effective global migration governance that enables cooperation among states and other stakeholders (private sector, civil society). Switzerland also supports evidence-based policy making and the development of global solutions to contemporary migration challenges that benefit migrants and their families, as well as countries of origin and destination.

Background International migration is a global phenomenon, affecting all world regions as points of origin, transit or destination. Migration entails opportunities for development (i.e. access to skills, labor, investment, remittances) as well as challenges (i.e. irregular migration, human trafficking, exploitation, brain drain, social costs), which can only be addressed through international cooperation. As a small country with a highly globalized economy, Switzerland is heavily affected by migration. It therefore has a strong interest in fostering a solid and reliable global migration governance and developing effective, scalable solutions to contemporary migration challenges. This programme aims at further strengthening SDC’s leverage in the global dialogue on migration and development (M&D) by refocusing its engagement on a few well-defined thematic priorities.
Objectives A strengthened international migration governance fosters an enabling environment for migrants to effectively contribute to sustainable development through (i) fair and ethical recruitment for migrant workers, (ii) the financial inclusion of migrants and their families, and (iii) an enhanced socio-economic integration.
Target groups

The ultimate beneficiaries of this programme will be migrants and their families as well as local communities in countries of origin, transit and destination. Through a strengthened international migration governance, they will benefit from better working conditions, social protection, less exploitation, increased access to financial services and enhanced social cohesion.

Furthermore, governments, the UN-system and other stakeholders, such as the private sector and civil society, will benefit from better coordination and improved coherence in migration management and planning for sustainable development.

Medium-term outcomes

1)     Strengthened global governance on migration

Multilateral migration dialogue platforms linked to the Global Forum on Migration and Development (GFMD) and the 2030 Agenda are inclusive and fit for purpose to promote framework conditions facilitating migrants’ contribution to sustainable development.

2)     Scale-up innovative solutions through global dialogues

Targeted global initiatives contribute to the development and scaling-up of innovative solutions to contemporary migration challenges linked to (i) fair and ethical recruitment for migrant workers, (ii) the financial inclusion of migrants and their families, and (iii) innovative approaches on the socio-economic integration.

3)     Research and Analysis

Policy oriented research supports an evidence-based migration governance, through the enhanced understanding of gender dynamics related to (i) fair and ethical recruitment, (ii) financial inclusion and (iii) socio-economic integration of migrants and displaced populations.

Results

Expected results:  

·       The GFMD and other relevant dialogue platforms on M&D are institutionally strengthened through financial, political and thematic support.

·       Capacities of non-governmental stakeholders from civil society and the private sector to engage in the global dialogue on M&D are enhanced.

·       Global initiatives and processes promoting (i) fair and ethical recruitment for migrant workers, (ii) financial inclusion of migrants and their families, and (iii) an enhanced socio-economic integration, are scaled-up through financial and strategic support.

·      Policy relevant research findings are produced and fed into the global dialogue on M&D.


Results from previous phases:  

Past achievements of Switzerland’s engagement in the multilateral dialogue on M&D include:

·       Successful advocacy for the recognition of migration as key factor for sustainable development in the 2030 Agenda and the Addis Ababa Action Agenda.

·       Promotion of a multi-stakeholder approach in the global migration dialogue, through the establishment of designated Civil Society- and Business Mechanisms linked to the Global Forum on Migration and Development (GFMD).

Based on these achievements, Switzerland plans to further strengthen its leverage in the global dialogue on M&D by refocusing its engagement on three well-defined thematic priorities: (i) fair and ethical recruitment for migrant workers, (ii) financial inclusion of migrants and their families, and (iii) an enhanced socio-economic integration.
