Protecting and promoting the rights of the poorest

Rule of law is based on an independent judiciary, the equality of all citizens before the law, the priority of the constitution and respect for human rights at civic and political level.

SDC focus

On the ground, the SDC encourages governance in countries of the East and South so as to improve the social, political, economic and environmental conditions of their citizens. Empowerment – the emancipation of individuals and of poor and extremely poor groups – and the encouragement of equal participation by women and men rank high among its concerns.

In conflict or post-conflict situations, the SDC supports national human rights institutions in order to protect refugees and internally displaced persons. In Afghanistan, Nepal and Colombia for instance the SDC also cooperates closely with multilateral organizations like the Office of the United Nations High Commissioner for Human Rights or the Office of the United Nations High Commissioner for Refugees.

Background

Rule of law requires the existence of a consistent, binding legal framework for the work of government authorities. This also entails the application of immutable rules for peaceful coexistence in society, as well as respecting the dignity and rights of the individual, including the poorest and socially most marginalized.

That is why international cooperation makes every effort to foster access to justice and to promote rule of law, supporting reform of the judiciary, police and institutions responsible for penal enforcement. In addition, it cooperates with national human rights committees and NGOs to protect and nurture the rights of the individual and of poor and disadvantaged groups.

Safeguarding children’s rights in East Jerusalem

Safeguarding children’s rights in East Jerusalem, occupied Palestinian territory

By supporting a comprehensive child protection programme in occupied East Jerusalem, Switzerland aims to ensure that vulnerable children at risk of being in conflict with the law or directly affected by the conflict, together with their families, have access to appropriate preventive and protection programmes. The intervention, implemented by UNICEF and its partners, is in line with Switzerland's engagement for the respect of human rights and international humanitarian law in the occupied Palestinian territory.

Regional Development Programme in Northern Albania

Citizens of Albania will benefit from better social and economic opportunities. Since many Albanian citizens face the negative consequences of social, economic and environmental disparities between and within regions of the country, the project will tackle these disparities by strengthening the institutions working on regional development through an active involvement of all relevant stakeholders and increasing strategic investments in the regions.


Strengthening Agro-biodiversity in Southern Africa

The project promotes seed diversity and agro-ecological practices through an inclusive, evidence-based dialogue with governments at regional and country levels by empowered farmer’s and farmer support organizations ensuring that their experiences are taken into account in the development of policies and programmes in agriculture. This will thus strengthen food security in Southern Africa.


INSO: Improving and supporting NGOs’ security management practices in Nigeria

NGOs deploying into North-eastern Nigeria to provide life-saving support to the 2.7 million people displaced by the violence of the extremist group Boko-Haram are confronted with major safety and security risks while national and regional military counterinsurgency operations are going on. Through this project, humanitarian NGOs will be provided with required information and services, improving their safe access to the most vulnerable populations throughout the four States of North-eastern Nigeria.


PRODEL – Programme to strengthen municipal capacities for local development

PRODEL is part of the Cuban decentralization reform process that seeks to build the capacities of local government representatives in local development management and assist them in formulating and implementing Municipal Development Strategies (EDMs) as a tool to maximize local resources and improve local services.


Multi-Donor civil society support programme in Rwanda

The program aims at strengthening the capacity of Rwanda civil society to engage constructively on policy, planning and monitoring issues in order to contribute to improved development results and to promote social cohesion, good governance and human rights. It strengthens dialogue and accountability platforms between civil society and Rwandan authorities, including at local level, in conformity with Rwanda’s objectives of accountable governance.


Civil Registry System Reform in Tajikistan

This project aims to assist the Ministry of Justice in its efforts to develop an efficient and effective civil registry System accessible and affordable for the population, including vulnerable and those living in remote areas. The current system faces challenges related to high bureaucracy, low professional capacities, lack of cooperation amongst local authorities, outdated paper registration system, which are significantly diminishing its capacities to provide quality services to the population and vital statistics for the State planning.


Zimbabwe Reconstruction Fund (ZimRef)

The Zimbabwe Reconstruction Fund is a multi-donor trust fund that supports the Government of Zimbabwe in its reconstruction and development efforts in particular by strengthening the Zimbabwean public finance management and accountability system for improved service delivery, including in the health sector. The fund, with its management mechanism, is currently a key instrument of dialogue and experience sharing between the donors and the Government of Zimbabwe.

HPSS – Health Promotion and System Strengthening Project in Dodoma, Morogoro and Shinyanga Regions

The Health Promotion and System Strengthening project (HPSS) is improving access to and the quality of health services both in terms of the demand (health promotion, health insurance) and the supply side (drug procurement; health technology maintenance). After a successful pilot phase in the Dodoma region, the Tanzanian government is requesting the SDC to expand this approach to two other regions with a focus on those most at risk (the poor, women, children, youth and the elderly).


Office of the United Nations High Commissioner for Human Rights: Contribution to Country Office Honduras

Human Rights promotion and protection in Honduras does not live up to international standards nor does it comply with international commitments as shown by the 2010 Universal Periodic review of the Human Rights Council. On demand of the Government of Honduras the UN is establishing a Country Office of the UN High Commissioner for Human Rights in 2015. The office will combat impunity and strengthen the capacities of governmental entities and CSO-institutions to protect human rights.
