Los conflictos en Yemen han tenido efectos devastadores en la población y se han convertido en una de las peores crisis humanitarias a escala mundial. El país representa una de las zonas prioritarias de la Ayuda Humanitaria de la COSUDE, cuyas actividades se concentran principalmente en el suministro de agua potable, saneamiento e higiene, así como la protección de los civiles.

Yemen, uno de los países más pobres de Oriente Medio, ha sufrido numerosas catástrofes, tanto naturales como provocadas por el hombre, y en la actualidad se enfrenta a la hambruna. Debido al aumento de la población, los desplazamientos masivos y una gestión deficiente del agua, la escasez de agua potable se ha tornado en un grave problema. La falta de acceso a agua potable constituye la principal causa de desnutrición, morbilidad y mortalidad en las zonas rurales. El conflicto que estalló en marzo de 2015 ha agravado la situación y ha dejado una secuela de más de 24 millones personas necesitadas.
La asistencia humanitaria de Suiza en Yemen se concentra sobre todo en el suministro de agua, saneamiento e higiene, así como en la protección de los civiles. También se brinda ayuda en el ámbito de la seguridad alimentaria.

Mejor acceso al agua potable, el saneamiento y la higiene
Yemen es uno de los países que sufre mayor escasez de agua del mundo. Una gestión deficiente de dicho recurso, conflictos prolongados, desplazamientos en masa e inseguridad también han contribuido a la escasez. Como se carece de estructuras estatales, ha aumentado el bombeo arbitrario de aguas subterráneas y se han destruido las instalaciones públicas de abastecimiento de agua.
La asistencia humanitaria suiza no solo atiende las necesidades inmediatas, sino que también lleva a cabo su labor en favor del uso sostenible de los limitados recursos hídricos. La COSUDE brinda apoyo a organizaciones multilaterales como el Comité Internacional de la Cruz Roja (CICR) y NGO internacionales a fin de mejorar las condiciones de acceso a agua potable e instalaciones sanitarias. Si es necesario, los especialistas del Cuerpo Suizo de Ayuda Humanitaria son enviados a la ONU o al CICR para transferir competencias y conocimientos en materia de gestión del agua, prevención de enfermedades transmitidas por el agua y el uso sostenible de este recurso.
Proteger a las mujeres, los niños y otros grupos vulnerables
La población en Yemen es víctima del uso indiscriminado de armas que no hacen ninguna distinción entre civiles y combatientes. Municiones en racimo, aviones teledirigidos y minas terrestres han causado pérdidas de vidas y bienes fuera de toda proporción. Suiza continúa lanzando un llamamiento a todas las partes involucradas para que cumplan el Derecho Internacional Humanitario.
El conflicto ha asimismo agravado las disparidades vinculadas al género en Yemen. Se registra un aumento de casos de violencia sexual y por motivos de género. Suiza respalda el acceso a servicios de protección para mujeres, jóvenes y desplazados internos, que comprenden alojamiento de emergencia, asesoramiento y atención médica.
Reducción del riesgo de desastres, socorro de emergencia, reconstrucción y protección
Enfoque y contrapartes
Como la Oficina de Ayuda Humanitaria de la COSUDE en Sana’a cerró sus puertas en diciembre de 2014 a causa del deterioro de la situación en materia de seguridad, es la sede central en Berna la que coordina las actividades en Yemen. Además, los especialistas del Cuerpo Suizo de Ayuda Humanitaria (CSA), pueden ser enviados a agencias de las Naciones Unidas o al CICR si es necesario.
Una proporción significativa del apoyo financiero de la COSUDE también se destina a socios multilaterales como el CICR, la Oficina del Alto Comisionado de las Naciones Unidas para los Refugiados (ACNUR), el Programa Mundial de Alimentos (PMA) y el Fondo de Población de las Naciones Unidas (FPNU). Las prioridades de la Ayuda Humanitaria Suiza para el período 2017–2021 están en línea con los objetivos del Plan de Respuesta Humanitaria de la ONU para Yemen.

Access to basic health and veterinary services is challenging in (agro-)pastoralist societies in the Horn of Africa due to unfavourable environmental and climatic conditions and limited delivery of basic services. Using a One Health approach, Switzerland promotes an innovative integrated human/livestock/environmental health service model, contributing to improved health, reduced vulnerability and increased livelihood resilience.
UNICEF Yemen, Thematic Contribution to Child Protection Programme

Through this thematic multi-year contribution, SDC provides flexible funding to UNICEF’s Child Protection Pro-gramme in Yemen. This partnership integrates humanitarian and development efforts to strengthen child protec-tion systems, improve the quality of prevention and response services and promote positive behaviour change within communities. Ultimately, this initiative aims to create a safer and more protective environment for children and adolescents in Yemen.
Microwork for Youth (Pilot)

The Microwork for Youth Pilot project aims at strengthening the economic resilience of Yemeni youth that are currently profiting from unconditional cash transfer under a broader WB/UNDP project. It focuses on increasing the employment rate of poor, low-skilled and vulnerable young individuals and provides them with in-demand digital skills training, as well as access to income-generating opportunities in the microwork sector locally and globally.
Survey and Mapping Mines and Explosive Hazards in Yemen

The two-year project aims to protect civilian lives and livelihoods in frontline areas through the systematic map-ping of weapon-contaminated areas, timely disposal of explosive ordnances in and around homes, and providing comprehensive explosive ordnance risk education. Special attention will be given to vulnerable groups, particu-larly children. Given the severe threat posed by explosive ordnances in Yemen, this project is essential for im-proving safety, enabling access to vital resources and services, and contributing to conducive conditions for return.
Building agile leadership and development initiative (BALADI)

The project focuses on strengthening the organizational capacities and leadership of national and local actors in Yemen to foster a more equitable, risk-informed, and locally-driven humanitarian and development system. At its core is the establishment of a Humanitarian Development Study Centre, which will serve as a hub for local ca-pacity building and collaboration. This effort is further supported by systemic initiatives that promote an inclusive bottom-up transformation of the response in Yemen.

DRC: Building resilience of Yemeni communities through integrated water resource management and provision of water supply, sanitation and hygiene services
