Central African Republic: INSO - Support for the Security of Humanitarian Organizations 2024-2026
The main purpose of the action is to assist humanitarian aid organizations in Central African Republic (CAR) in fulfilling their own mandates with improved protection of relief personnel and improved effectiveness of humanitarian action. There are currently 94 registered organisations in INSO CAR's network (INGO, LNGO, Red Cross Movement, UN agencies) and 5 donors for a total of 99 partners.

Contexto | In 2023, Central African Republic (CAR) experienced a resurgence of insecurity following a period of relative calm in 2022. Data from INSO revealed a gradual increase in security incidents throughout the year, with a notable 20% rise recorded in the last quarter compared to previous years. This uptick was characterized by heightened criminal activity and sporadic military operations by both state forces and armed groups, contributing to a challenging operating environment for humanitarian organizations. Compounding the situation, the fragmentation of the Coalition des Patriotes pour le Changement (CPC), the spillover effects of the Sudanese crisis and the regionalization of conflicts further complicated the security landscape. These localized conflicts made it increasingly difficult for NGOs to navigate and gain access to affected populations. In 2024, NGOs operating in CAR will face significant challenges, including upcoming local elections and the potential exacerbation of intercommunity tensions and criminality due to climate change-induced challenges. |

INSO beneficiaries are non-governmental non-profit organizations rather than individuals. At present, 94 humanitarian organizations participate in the platform and use INSO services in CAR. This includes 81 INGOs, 2 RedCross Movement, 5 LNGOs, 5 UN agencies and one International Organization. The number of beneficiaries does not include the 5 donors currently receiving the services in CAR. The number of NGOs is expected to grow further (as several NGO have requested registration pack but have not yet completed the process) |

Resultados previstos: R1 - Information, Analysis and Advice: Credible, reliable and high-quality information, analysis and advice are provided to NGOs in a timely and appropriate manner. R2 - Capacity Building and Preparedness: NGOs are assisted in improving their own security management and emergency preparedness capacity. Resultados de las fases anteriores: Under the last project financed by SDC from May 2021 to April 2024, all regular services were provided to the partners according to the schedule. Among others, on average in 2023 INSO provided 92 on-request services per month in CAR, an increase compared to 59 on average per month before the start of the previous grant. The high volume of onrequest service evidenced the recuring needs of NGOs for tailored contextual advice. In addition, during the second year of the project INSO in CAR published over 350 threats warnings and more than 600 security reports. |
