La lucha contra la malnutrición y la desnutrición es una prioridad de la COSUDE. Mediante la ayuda alimentaria, la COSUDE recurre a instrumentos humanitarios para salvar vidas y paliar el sufrimiento.
Ayuda alimentaria: reducción de riesgos y prevención de crisis
En el punto de mira de la COSUDE
En su calidad de socio contractual del Acuerdo sobre ayuda alimentaria, Suiza brinda asistencia en esta materia y contribuye a mejorar la seguridad alimentaria en todo el mundo. En este contexto, la Ayuda Humanitaria de la COSUDE se basa esencialmente en la cooperación con el Programa Mundial de Alimentos (PMA) de la ONU y con ONG. En 2018, las contribuciones de Suiza al PMA ascendieron a 75 millones de CHF y se destinan a 27 países. Más del 50% de los fondos se asignaron a las crisis de hambre en África. El resto de los fondos se destinó a países del Cercano y Medio Oriente, a otros países de Asia, así como a Haití y Colombia.
La ayuda alimentaria brindada por la Confederación con productos lácteos suizos se transfirió en los últimos años a una nueva modalidad más flexible. El objetivo de dicho cambio es llegar a la mayor cantidad posible de personas necesitadas. En 2017, la COSUDE brindó apoyo en 16 países a programas de 20 ONG y tres representaciones suizas mediante el envío de leche en polvo desde Suiza por un valor de 7 millones de CHF. Otros 13 millones de CHF se destinaron al PMA. A partir de 2018, la totalidad de los recursos se asignarán al PMA. En Argelia y Corea del Norte, países en los que la leche en polvo constituye la mejor modalidad de intervención, el PMA compró productos en Suiza por el precio definido para la exportación.
Asimismo, en el periodo actual de la Embajada en ejercicio (2017-2020) se aportará una compensación de 7 millones de CHF para apoyar a proyectos de alimentación. Dichos recursos se destinan ante todo a ONG, que en el pasado se han beneficiado de envíos de leche en polvo desde Suiza.
Contexto
Más de 820 millones de personas sufren de desnutrición. El deterioro de la situación mundial en materia de alimentación se debe principalmente a persistentes conflictos, que recrudecen a menudo a raíz de catástrofes climáticas tales como sequías o inundaciones. Las regiones en situación de conflicto en el África subsahariana, tales como Somalia, el Sur de Sudán, la República Democrática del Congo, el noreste de Nigeria, Yemen y el Cercano y Medio Oriente son las más afectadas. Los habitantes de dichos países necesitan con urgencia ayuda humanitaria y abastecimiento de alimentos.
El PMA trabaja fundamentalmente con pagos en efectivo que promueven la comercialización de alimentos de producción local. Al mismo tiempo, se garantiza la libertad de decisión de los destinatarios.
La comunidad internacional intenta cada vez más preparar a las personas amenazadas por el hambre mediante la toma de medidas adecuadas para afrontar posibles crisis.

Zimbabwe’s 2023/24 agricultural season was hit by a severe El Nino induced drought, leading to wide-spread food insecurity. This initiative contributes to life-saving assistance to meet emergency needs of families affected by the drought. Locally led humanitarian action, development and peacebuilding (LLHDP) receives greater attention in international cooperation. Switzerland has a long tradition in working on LLHDP but lacks a coherent approach in taking this further. Through initiatives under this credit proposal SDC is making a meaningful contribution to the implementation of international commitments and efforts on LLHDP. This includes greater goal setting and progress on LLHDP, action-oriented research and catalytic actions to address specific blockages across the sector.

The war in Sudan entered its second year. Sudan is facing a major humanitarian catastrophe. The conflict also affected neighbouring countries, in particular Chad and South Sudan who are already struggling with a dire humanitarian situation that pre-existed before the conflict broke out. The consequences of the war exacerbated the acute food insecurity situation in those countries. With additional funding, SDC reinforces WFP’s emergency response to deliver life-saving food and nutrition assistance in Sudan, Chad and South Sudan.
CAR, UNICEF, Rapid Response Mechanism (RRM) 2024

The Central African protracted crisis (conflicts, violence, climatic and epidemiological shocks) persists and affects over 50% of the population. Coordinated by UNICEF with the support of UNOCHA, the RRM provides humanitarian monitoring and initiates emergency actions following a human or natural shock. Switzerland’s contribution makes it possible to respond effectively and efficiently to urgent humanitarian needs, in its commitment to Good Humanitarian Donorship.
Sudan Conflict Affected-Populations Lifesaving Emergency Response (SCALE)

The conflict that broke out in Sudan on 15 April 2023 has led to a severe humanitarian crisis. Through the SCALE project, Mercy-Corps (MC) provides vulnerable conflict-affected and displaced individuals with Multipurpose Cash Assistance (MPCA) as well as food security and livelihoods support to meet their basic needs and enhance their coping capacities. SCALE adopts a nexus approach, leveraging MCs existing development and peacebuilding programming. Working alongside local partners, the project aims to amplify the voices of conflict-affected women and demonstrate the power of collective influence and action to address priority needs.

Against historic levels of food security due to conflicts, climate change and COVID-19, Switzerland supports annually operations of the World Food Programme (WFP) to provide humanitarian and development assistance. Haiti has one of the world’s highest levels of chronic food insecurity. Currently, 50% of the population, or close to 5 million people, are food insecure. With additional funding, SDC reinforces WFP’s response to support the Government in developing sustainable solutions to hunger and malnutrition.
