Contribution to the implementation of WFP 2021-2025 Protection and Accountability to Affected Populations Policy (PAAP)

The World Food Programme (WFP) Strategic Plan 22-25 aims at a "people-centered, needs-driven and dignifying" approach in its operations. To reach this, Switzerland contributes to the implementation of the 2020 Protection and Accountability to Affected Populations (AAP) policy, which states how WFP makes sure the food-insecure persons it supports are protected from risks, are duly served and can meaningfully participate on the design of operations.

The UN World Food Programme (WFP) is the world's largest humanitarian organization fighting hunger and under-nutrition; it currently operates in more than 120 countries to assist 152 million people against the largest global food crisis since the 70s due to conflicts, climate change, economic shocks (such as COVID-19) and increased costs. Alas it is laureate of the 2020 Nobel Peace Prize, WFP has not always honored its humanitarian mandate on numerous occasions, and having inadvertently excluded the people it is intended to serve or exposed them to new risks.

The principles of "Centrality of Protection" and "Leave No One Behind" lies at the heart of humanitarian response. Humanitarian actors have to ensure that their activities have a positive impact on the protection of affected populations. 

The WFP Emergency and Transition Team Unit (PROP) is leading efforts on implementing the November 2020 Protection and Accountability Policy (PAAP) with a focus on strengthening affected participation throughout the food security programmes design and delivery.

Early 2022, Switzerland has founded the "Group of Friends of PAAP", an alliance of like-minded Member States to maintain momentum on PAAP advancement, notably through lobbying and offering support for WFP PAAP implementation.

Operationalization of the updated protection and accountability policy (PAAP), by supporting the achievement of the objectives defined under its 22-25 Implementation Plan:

  • WFP leadership demonstrates that it is promoting and implementing a culture of accountability at all levels and aims to ensure system-wide results. 
  • International normative frameworks are translated into protection-oriented programming frameworks for WFP Country Strategic Plans (CSPs). 
  • Personnel have the necessary skills to ensure protection is mainstreamed in the development, design and delivery of WFP programmes. 
  • WFP's APP is strengthened through updated operational tools, research and joint projects.

Resultados previstos:  

  • Improved people-centered standards within the WFP institutional system to ensure accountability.
  • Strengthened understanding of what protection means to affected populations and its integration into the programme cycle. 
  • Strengthened investment in capacity strengthening to implement the protection and accountability. 
  • Strengthened placement of affected populations at  the center of the Policy' s monitoring framework .
  • Enhanced influence within the inter-agency space to maximize positive impact of interventions on individuals and communities.

PRO-P will also review PAAP mainstreaming in WFP CSPs and Strategic Plan 22-25 by 2024.

Resultados de las fases anteriores:  

PRO-P and other WFP units have achieved notable results during phase 9, incl.:

  • Integration in 22-25 WFP Strategic Plan of protection and AAP including reference to CSPM as a cross-cutting priority and people-centered as a guiding principle;
  • Mainstreaming of protection, AAP, and CSPM in 23 country strategic plans (CSPs); 
  • Adaptation of 22-25 WFP Corporate Results Framework indicators focusing now towards measurement of people's experiences;
  • Remote or in-person thematic support to 25 Country Offices;
  • Engagement in the onboarding of 38 Country Office Directors; 
  • Update and development of protection analysis tools, handbooks and strategies.
