UNOCHA - Emergency Response Fund for the oPt 2012-2013
SDC financial contribution to the pooled Emergency Response Fund (ERF) managed by UNOCHA in the occupied Palestinian territory (oPt) enables humanitarian actors to quickly respond to acute and unforeseen emergencies affecting the Palestinian population, mainly in Gaza and in Area C of the West Bank. This intervention is in line with SDC Cooperation Strategy 2010-2014 for the oPt to support Palestinians living in the oPt in asserting their rights and gaining improved access to quality basic services including relief assistance.

Contexto |
The civilian population in the oPt continues to bear the brunt of on-going conflict and occupation. This has resulted in a protection crisis with serious and negative humanitarian consequences brought about by a lack of respect of international law. The humanitarian situation in the Gaza strip remains particularly precarious, even more so after the 8 day-long war on the Gaza Strip in November 2012 which resulted in the killing of 140 Palestinians and 5 Israelis. |
Objetivos |
Short term unforeseen emergency needs of vulnerable communities in the oPt are addressed by the Humanitarian Country team through a rapid response mechanism (ERF) which prevents the irrevocable loss of livelihoods, fills a well defined funding gap while enhancing advocacy and protection activities |

The quality of the emergency humanitarian response is enhanced. |
Resultados |
Resultados de las fases anteriores: ERF has funded 93 projects since its establishment in 2007. The total amount of funds disbursed for these projects reached USD15 million. The funded projects addressed emergency needs and/or filled critical gaps in Agriculture, Education, Emergency Shelter and Non-Food Items, Water, Sanitation and Hygiene (WASH), and Health and Nutrition. In 2012, WASH was the biggest recipient of funds, followed by Agriculture. ERF has aligned its strategy with the Humanitarian Country Team (HCT) over the past five years, as a tool for the provision of flexible and predictable financing to promote greater effectiveness, accountability and partnership in humanitarian response. |
