Health Enhancement and Lifesaving (HEAL) Ukraine
By supporting the World Bank Health Enhancement and Lifesaving (HEAL) project, Switzerland contributes to alleviating the negative consequences of the war by restoring and improving access to essential healthcare - specifically services disrupted by the war - and by modernizing hospital care and support key health institutions. As a priority, HEAL addresses urgent needs for mental health and rehabilitation services.

Contexto |
Even after 842 days of a brutal war, the overall Ukrainian health care system continues to function, but increasing costs, logistical hurdles, limited healthcare workforce capacities, and damaged infrastructure are making access to essential services all the more challenging for growing numbers of civilians. The war has had a significant economic, social and poverty impact. Health sector needs are estimated at $15.1 billion to cover accumulated infrastructure damage and losses in the health sector, and to expand essential health services to the Ukrainian population. Physical rehabilitation and mental health needs and priorities have increased drastically following the large-scale military aggression against Ukraine. Supporting activities that Ukraine will need to address in the ongoing emergency context, through contribution to Health Enhancement and Lifesaving project, will help to strengthen healthcare system resilience and to sustain effects of all Swiss supported health interventions. |
Objetivos | The overall project goal is to (i) restore and improve access to essential mental health and rehabilitation services, (ii) address urgent needs for health service, and (iii) provide financial protection in emergency context. |

Efectos a medio plazo |
Objective 1: Mental health and rehabilitation services: Supporting the introduction of a new health package for mental health and meeting the increased demand for rehabilitation services. Objective 2: Primary health care (PHC): Improving access and utilization of PHC services disrupted by the war, especially immunization, check-ups (screening), and access to affordable medicines. Objective 3: Hospital care: Restoring and modernizing select hospitals (based on hospital efficiency masterplan). Objective 4: Capacity-building, digitalization and innovation: Supporting key health sector institutions, strengthening ongoing digitalization efforts, and encouraging innovation. |
