Effets à moyen terme

Management level 1 (MO): Synthesis of the outcomes of the planned partnership phase

UNDP’s vision for its Strategic Plan, 2018-2021 is to support countries in the implementation of the Agenda 2030 by by eradicating poverty in all its forms and dimensions, accelerating structural transformations for sustainable development and building resilience to crisis and shocks. The mid-term review of the strategic plan conducted in 2020 has concluded that UNDP’s work on poverty eradication, governance, rule of law and conflict prevention is an essential pillar of the UN Development System activities in over 130 countries worldwide. UNDP has been assigned a leading role in coordinating the Secretary General’s call to action to support those people most hit by the long term socio-economic impacts of COVID-19.

In addition, to further enhance organisational effectiveness, outcomes will focus on the performance of the audit function, transparency as well as increased performance of regional and country offices. In 2020, Switzerland co-leads the independent Multilateral Perfromance Assessment (MOPAN) of UNDP. The recommendations will provide useful guindance for enhanced performance for the remainder of the strategic plan period.

Résultats

Principaux résultats antérieurs:

Management level 1 (MO): Key results from the previous partnership phase

At mid-point of strategic plan implementation 2018 - 2021, UNDP provided 48 million poor people with better access to basic services. 5 million people living in poverty, one third of them women, in 28 crisis-affected countries got a job or a better livelihood with UNDP support. In 17 countries UNDP supported peace building activities, contributing to address root causes of conflicts. UNDP’s human development report, an influencial global flagship report, addressed major trends of slowing economic growth, declining trust in government and persistent gender inequality. In the past two years, UNDP developed a digitalisation strategy and responded with concentrated efforts, enabled by emerging technologies, to build inclusive and accountable institutions. Out of its 27 results areas of its strategic plan 2018-2021, 20 have reached over 90 per cent of the milestones, seven between 60 and 90 per cent and none below 60 per cent.

UNCDF, which is administered by UNDP; enhanced its engagement on inclusive and financial markets and local development finance in 40 least developed countries. UNCDF’s unique expertise complements well UNDP’s engagement on poverty reduction.

Management level 2 (SDC/Switzerland): Key results from the previous partnership phase

Switzerland engaged in ensuring UNDP’s implementation of the UN Development System Reforms. Switzerland prioritised conflict prevention, rule of law, governance and institutional effectiveness in its institutional dialogue with UNDP. This is complementary to Switzerland’s engagement with UNDP in the field as well as with the UNDP crisis bureau at global level. Key results from this dialogue are the separation of the resident coordinator function from UNDP, leading to the creation of an independent resident coordinator system. UNDP continued to perform well in its evaluation function taking into account Swiss suggestions such as the conduct of an independent evaluation of UNDP’s contribution to conflict prevention and the development of a framework for more joined up responses by UNDP, UNICEF, UNFPA and UN Women in six key areas, leading to better synergies between the four agencies. During the COVID-19 pandemic in 2020, about 10% of Swiss core contributions were used by UNDP to rapidly and flexibly respond to the COVID-19 crisis. UNCDF, which is administered by UNDP;  consolidated its leading role within the UN Development System in supporting local businesses in 40 LDCs to have better access to financial markets.
