Protection of children and youth affected by armed violence and/or natural disasters, in the municipalities of Tierralta and Puerto Libertador (Córdoba)

Progetto concluso

The history of Colombia has been strongly affected by the omnipresence of armed conflict and violence. Even with the implementation of the peace agreement with the FARC, armed violence is expected to persist due to the presence of other non-state armed actors, especially in peripheral regions and poor urban areas. Several regions will remain affected by violence and human rights violations (i.e. social control by armed groups, limitation on mobility and access, use and recruitment of minors, sexual gender-based violence, threats, extortions), which requires protection and preventive actions for the affected populations. In addition, in rural and urban areas of Córdoba, the access to safe water and sanitation services is limited due to absence of state actors, which increase the vulnerability of the population.

Contesto

According to the Report of the Secretary-General on children and armed conflict in Colombia (September 2011-June 2016), grave violations against children continued, often as a consequence of intermittent fighting between parties to conflict, as well as activities carried out by post-demobilization armed groups and other local armed groups related to the control of territory for drug trafficking, extortion, illegal mining, prostitution and human trafficking. The six major risks for children are:

  • Recruitment and use of children, which also constitutes a factor in forced displacement.
  • Killing as a result of armed actions in crossfire, combat, indiscriminate attacks and by landmines.
  • Sexual violence.
  • Attacks on schools and hospitals, mostly in rural areas.
  • Abduction.
  • Confinement and restrictions on mobility.
Obiettivi Strengthen the right to protection and improve the WASH conditions of children affected by the armed violence and their families in the targeted areas
Gruppi target

Directly 12.070 people of 4 communities of Tierralta and 2 communities of Puerto Libertador (department of Córdoba). 

52% of the beneficiaries are women. 13% are indigenous population and 87% peasant population. 

Indirectly 2.000 living in surrounding communities.

Effetti a medio termine
  1. Families and schools of  communities of Tierralta and Puerto Libertador, have developed mecanisms to guarantee the protection and education rigths of children affected by armed violence (3.500 children)
  2. Families and schools of  communities of Tierralta and Puerto Libertador have improved their access to safer water and basic sanitation conditions (12.070 people).
Risultati

Risultati principali attesi:  

1.1 30 children and youth in high risk of recruitment have been protected through the implementation of protection mechanisms (Protection route activated).

1.2 6 schools and their respective rural sites have improved their response capacities in order to guarantee the permanence of children on the system (directly 3.500 children), and prevent risks of forced recruitment and sexual violence, in coordination with responsible authorities, community representatives and families.

1.3 6 risk management plans (1 per school) have been formulated to guarantee the children and youth protection and their rights to education (directly 3.500 students).

1.4 166 members of the schools (teachers) and state institutions, have improved their knowledge to prevent and protect children and youth at risk.

1.5 3 community centers have been constructed or improved.

2.1 6 schools and their respective rural sites (3.500 students) have improved their access to safer water and basic sanitation services through the construction/rehabilitation of communal water wells and sanitation facilities.

2.2 Targeted families have improved their acces to safe water (3.000 families = 12.000 people) and their basic sanitation conditions (1.500 families = 6.000 people).

2.3 20 community backyards have been established to improve food security conditions of the communities.


Risultati fasi precedenti:  

  • 7 children and youth in high risk of recruitment were protected through the implementation of protection mechanisms (Protection route activated) in coordination with responsible authorities.
  • 340 children and youth affected by armed violence have developed individual and community self-protection mechanisms.
  • 4 community centers (Centros Juveniles) constructed.
  • 310 familiar and collective crops were established improving the food security conditions of the communities.
  • 600 people improved their access to safer water through the construction/rehabilitation of communal water wells.
  • The implementing partner and local organizations advance on advocacy activities to improve public policies on protection and prevention.
