L’acqua: una risorsa vitale minacciata

La pressione sulle risorse idriche sta aumentando a livello mondiale: il fabbisogno aumenta in modo vertiginoso, ma la disponibilità è limitata. Tutelare questa risorsa vitale e assicurarne una ripartizione equa e favorevole allo sviluppo rappresenta una delle sfide del nostro secolo. In quanto castello idrico d’Europa, la Svizzera dispone di competenze riconosciute nella gestione sostenibile dell’acqua e gode quindi di grande credibilità nella cooperazione internazionale.

La crescita demografica, l’urbanizzazione, i cambiamenti climatici, l’inquinamento, le nuove utilizzazioni del suolo e la crescita economica hanno un impatto diretto sulle risorse idriche. Nel 2025 due terzi degli esseri umani saranno confrontati con la siccità. Ripartire l’acqua nel pieno rispetto dell’uguaglianza sociale, dell’efficienza economica e della sostenibilità ambientale è un punto cruciale dello sviluppo. La DSC è attiva nel settore idrico da oltre 30 anni e il suo operato tocca molteplici aspetti: questioni sociali, ambiente, economia, governance, promozione dell’innovazione e della tecnologia, trasferimento delle conoscenze e dialogo politico nonché l’approccio «acqua e pace» (Blue Peace).

Gestione sostenibile

La DSC promuove un utilizzo efficiente dell’acqua nell’economia e una collaborazione pacifica tra Paesi nei bacini imbriferi transfrontalieri

Priorità internazionale

La DSC si impegna affinché l’obiettivo riguardante le risorse idriche dell’Agenda 2030 per uno sviluppo sostenibile sia attuato rapidamente e venga dato maggior peso al tema della gestione sostenibile dell’acqua nel dibattito internazionale

Diritto all’acqua e ai servizi igienico-sanitari

La DSC realizza progetti concreti e partecipa al dibattito politico per attuare i diritti umani in materia di acqua e servizi igienico-sanitari

Blue Peace: l’acqua come strumento per la pace

La Svizzera reagisce al crescente fabbisogno idrico mondiale tramite la «Swiss Toolbox» per la Blue Peace, le linee d’azione sul tema dell’acqua e della sicurezza

Acqua in crisi

La protezione delle risorse idriche rappresenta oggi una delle maggiori sfide: il fabbisogno aumenta, l’acqua disponibile no. La Svizzera si adopera per migliorare l’accesso all’acqua potabile e agli impianti igienico-sanitari e per favorire un’equa ripartizione delle risorse idriche.

Single Phase - City-to-City Partnership Hawassa – Lugano

01.01.2022 - 31.12.2026

Il contributo appoggia il gemellaggio innovativo tra un comune svizzero, Lugano, ed uno etiope, Hawassa, al fine di migliorare, al livello subnazionale, l’approvvigionamento dell'acqua potabile sia quantitativamente che qualitativamente, in accordo con gli Obiettivi di Sviluppo Sostenibile 6.1 e 6.3. Il partenariato è coadiuvato dalla collaborazione scientifica tra le due università locali, l’Università di Hawassa e la Scuola universitaria professionale della Svizzera italiana (SUPSI). 


Contribution to Swiss Water Partnership (SWP)

The Swiss Water Partnership is a multi-stakeholder platform bringing together Swiss organizations from the academic, civil society including youth, public and private sectors, to join forces and find innovative solutions for water challenges in developing and transition countries. Umbrella of Swiss water stakeholders at the international level, carrying the diversity of the Swiss voice, the SWP is an important complementary partner to SDC to accelerate the 2030 water agenda.


GVCD - Gaza Vulnerable Communities Development Programme

Through the Gaza Vulnerable Communities Development Programme, Switzerland contributes to covering basic needs and fostering social cohesion in the Gaza Strip. The successful intervention model applied in the 1st Phase is extended and scaled up under this 2nd Phase. Small infrastructure projects addressing basic needs of vulnerable communities serve as an entry point for a local dialogue on development priorities, enabled through building the capacities of both duty bearers and right holders, including youth and women.


RAPID+ The Kenya Arid Lands Partnership for Integrated Development Plus

Pastoralist communities in the Arid and Semi-Arid Lands (ASAL) have for a very long time adapted to the harsh environments to derive livelihoods (mainly livestock). Communities in the ASALs are facing multiple pressures of climate change, degraded natural resources and conflicts. This program supports the historically marginalised and under-developed pastoralist communities in Northern Kenya to access safe, reliable and affordable Water and manage their rangeland ecosystem sustainably.  


Contribution au Fond national pour l’eau, l’hygiène et l’assainissement au Niger

Les progrès réalisés dans le secteur de l’eau et de l’assainissement sont freinés par la forte croissance démographique. Le sous-financement du secteur ne permet pas d’améliorer significativement l’accès à l’eau et à l’assainissement. En contribuant au Fonds national pour l’eau, la Suisse appuie le gouvernement dans ses efforts; par son dialogue politique elle soutient la décentralisation du secteur, où elle a une forte valeur ajoutée. 


Contribution to Earth Security

This programme aims at catalysing new financial mechanisms and partnerships, including with the Swiss finance sector, which promote water-related ecosystem services of forests

as a ‘climate solution’ vital to the water cycle and to the benefit of society. While global in scope it will focus low and lower-middle income countries. It will leverage Swiss Know-How across the Federal Administration and contribute to the climate mainstreaming goal of the Dispatch 2021-24. 


Global Hydrometry Support facility (WMO HydroHub)

Reliable hydro-meteorological observations and forecasts are critical to implement better water resources management practices and policies, and reduce water insecurity. By pursuing its support to the Global Hydrometry Support facility, Switzerland will contribute to improving hydrological services in developing countries. By so doing, SDC will help save lives and trigger economic development derived from increased productivity and reduced asset losses. 


Improved Service Delivery (ISD)

01.06.2021 - 31.12.2025

Switzerland and Germany jointly support a project on “Improved Service Delivery for Citizens” in three provinces of Cambodia, implemented by GIZ. The project aims to improve access to equitable and inclusive public services for all citizens, including vulnerable people, in the target provinces, while contributing to Cambodia’s socio-economic development. Besides funding, Switzerland makes use of its longstanding experience in decentralised governance and service delivery.


Promoting Water Stewardship 2030 (Phase Il)

Water stewardship promotes the sustainable and equitable management of freshwater resources among communities, businesses, utilities and investors. SDC supports the Alliance for Water Stewardship, the CDP Water Security Programme and Water Witness International synergistically to advocate for water stewardship particularly in developing countries. SDC is a forerunner in bringing together these key actors to increase outreach and impact.


Ukraine’s Cohesion and Regional Development (UCORD)

Ukraine’s recovery, cohesion and regional development need an effective implementation structure, which should be coordinated by the Regional Development Agencies (RDAs). Switzerland will empower RDAs and will help them to transform into inclusive multi-stakeholder platforms that coordinate the design of regional strategies and co-implement with communities and businesses the public services provision projects with a focus on environment and culture.


Dam Safety Technical and Institutional Assistance in Lao PDR (DSTIA)

01.05.2021 - 31.03.2026

Following the Swiss support to the Nationwide Emergency Dam Safety Inspection, the Lao Government requested a longer-term Swiss support in strengthening the national dam safety regulatory and institutional frameworks. By increasing government’s law enforcement and technical capacities to international standards, the project will ensure better protection for downstream communities, estimated in 1,5 million people, and contribute to safe energy production and the sustainability of infrastructure.


Territorial water governance in the Gulf of Fonseca Region - phase II

The Program facilitates the empowerment of the Watershed Councils of the Nacaome, Choluteca and Sampile rivers in the Gulf of Fonseca Region in terms of their leadership and sustainable and participatory management of the water governance system. This contributes to collaborative processes and investments in the frame of the formulation and implementation of watershed plans, indirectly benefiting 500,000 inhabitants.
