Global Energy Efficiency and Construction Outreach Programme (GLECOP)


The Global Energy Efficiency and Construction Outreach Programme (GLECOP) contributes to low-emission, energy-efficient and resilient development of the building sector at a global scale. It supports two initiatives, the Global Alliance for Buildings and Construction and the Energy Efficiency in Emerging Economies Programme. With its support, Switzerland aims to leverage successful practices from its bilateral projects at the global level to strengthen energy efficiency policies in the buildings sector.

Contesto Limiting global warming to 1.5°C under the Paris Agreement on climate change is an important prerequisite for securing development gains and reducing poverty, but urgently requires drastic emission reductions. Much of the potential for saving energy and reducing CO2 emissions lies in the building sector. Against a backdrop of population growth and increasing purchasing power, the global building stock in terms of floor space and demand for energy services in buildings is expected to double globally by 2050. If we continue as we are, it is highly unlikely that the target set in the Paris Agreement (limiting global warming to 1.5°C) can be met. The building sector can only be decarbonised through a three-pronged strategy, i.e. a combination of reducing energy demand for running the buildings, de-carbonising energy supply and reducing embodied carbon stored in building materials. Investing in energy efficiency is the most important strategy for a transition to an energy system that delivers affordable, reliable and clean energy for all. Over the past years, the Swiss Agency for Development and Cooperation has been supporting different projects with the goal to increase energy efficiency in the built environment. Through this second phase of the programme, evidence and learnings from Swiss projects can be leveraged and shared at a global level through a contribution to the Global Alliance for Buildings (GlobalABC) and the Construction and the Energy Efficiency in Emerging Economies programme of the International Energy Agency (IEA). 
Obiettivi The overall objective of the GLECOP is to contribute to low-emission development by supporting policies, strategies and plans to promote energy efficiency and decarbonise the building and construction sector, and by leveraging best practices and lessons learned from bilateral GPCCE projects at the global level.
Gruppi target The target audience is policymakers and technical experts globally and in particular in the focus emerging countries China, India and Mexico.

1.     Enhanced knowledge products and evidence for informing policy making and implementation.

2.     Improved capacities to formulate and implement policies.

3.     Fostered political will for promoting energy efficiency measures and decarbonising the building sector.

 
Risultati

Risultati principali attesi:  

*   Improved data collection and analysis in targeted countries (E4).

*   Key publications are picked-up widely and best practices have been identified and shared globally and adapted to national contexts of targeted countries (E4/GlobalABC).

*   Pool of experts trained on formulating and implementing energy efficiency policies (E4).

*   Regional and country specific roadmaps established and launched (GlobalABC).

*   Increased awareness and evidence of the multiple benefits of energy efficiency measures and decarbonising the building sector (E4/GlobalABC).

*   Increased actions and commitments to decarbonise the building sector of partner countries (E4/GlobalABC).

 


Risultati fasi precedenti:  

 

*   12 energy efficiency policy trainings were held with the participation of 1’500 persons.

*    1 global and 3 regional roadmaps (Africa, Asia and Latin America) were launched demonstrating key actions to decarbonise the building sector and reduce emissions from buildings.

*   Developed a roadmap for mainstreaming energy efficiency in residential buildings in India.

*   Developed and launched the “The 10 Key Measures" a publication with essential measures and successful examples for decarbonising the building sector.

*   Provided support to the development of China’s Green Cooling Action Plan.
