Le disparità di genere costituiscono uno dei maggiori ostacoli allo sviluppo sostenibile, alla crescita economica e alla lotta contro la povertà. Obiettivo della DSC è permettere sia alle donne che agli uomini di beneficiare degli stessi diritti per poter sviluppare il loro potenziale e valorizzare le loro risorse.
La povertà è ancor oggi marcata da un forte squilibrio tra i sessi: secondo studi internazionali, il 70 per cento circa delle persone che vivono in condizioni di estrema povertà sono donne. Leggi e norme sociali sfavoriscono spesso le ragazze e le donne, precludono loro l’accesso alla sanità e all’istruzione, alle posizioni decisionali, alle risorse finanziarie e al mercato.
Le donne lavorano spesso in condizioni precarie, in settori poco produttivi e senza alcuna protezione sociale, guadagnando meno degli uomini. Le donne hanno inoltre meno voce in capitolo degli uomini nei processi decisionali su questioni sociali, politiche ed economiche e non di rado sono vittime di violenza di genere, discriminazione ed esclusione.
La DSC si impegna in favore della parità di diritti e delle pari opportunità tra donne e uomini coinvolgendo uomini adulti e giovani nelle sue attività incentrate sulle questioni di genere e rappresenta i loro interessi trasversalmente, vale a dire in tutti i suoi progetti e le sue strategie. Conflitti, contesti fragili, economia e politica sono aree tematiche prioritarie.
Con la «strategia del DFAE per l’uguaglianza di genere e i diritti delle donne», adottata nel 2017, l’uguaglianza tra donne e uomini è diventata un pilastro principale della politica estera della Svizzera. La Strategia della cooperazione internazionale 2021-2024 della Svizzera tratta la parità di genere come un tema trasversale che viene preso in considerazione in tutte le attività della DSC. La Svizzera s’impegna anche ad attuare l’Agenda 2030 per uno sviluppo sostenibile dell’ONU, il cui obiettivo 5 è di raggiungere l’uguaglianza di genere e l’autodeterminazione di tutte le donne e ragazze. È firmataria della Convenzione dell’ONU sull’eliminazione di ogni forma di discriminazione nei confronti della donna (CEDAW) del 1979. L’uguaglianza tra uomini e donne è sancita nell’articolo 8 capoverso 3 della Costituzione federale del 1999.

L’intervention vise à renforcer la capacité de la Commission Nationale de la Lutte contre le Terrorisme (CNLCT) dans la prévention de l’extrémisme violent (PEV) en améliorant la coordination entre les acteurs clés des secteurs de la sécurité et de la justice. L’approche choisie est holistique combinant des activités qui ont pour objectifs de renforcer la cohésion sociale en ciblant les groupes à risque. Un autre aspect de l’intervention consiste à soutenir la réforme du secteur de la sécurité afin que celui-ci soit conforme avec les standards internationaux régissant les droits humains.

Le programme contribue à l’amélioration du statut des femmes, en particulier celui des survivantes des violences sexuelles et basées sur le genre dans la Région des Grands Lacs (Burundi, Rwanda, RDC). La Suisse a développé une expertise en matière d’approche psychosociale communautaire qui a apporté des changements positifs de comportements et des normes liés au genre. Le focus de cette phase de sortie est l’intégration de cette approche dans les institutions publiques et son soutien par d’autres partenaires.

In 2017, Switzerland embarked on a multi-donor project which laid a solid foundation for women’s economic empowerment in the South Caucasus, yet, further support is needed to fulfil women’s rights, which remain constrained by structural and cultural barriers. The Swiss-funded contribution will support capacity-building and provide technical assistance at institutions and policy level and, combined with activities at grassroots level, benefit at least 1’850 vulnerable women in Armenia, Azerbaijan and Georgia

Gender inequalities persist and are a major barrier for poverty reduction and sustainable inclusive development. SDC supports the International Women’s Rights Action Watch (IWRAW) Asia Pacific, a non-governmental organisation working nationally, regionally, and globally towards the achievement of women's human rights, especially through the UN Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) mechanism.

Switzerland contributes to enable UNRWA to pursue key reform areas of its Medium-Term Strategy 2016-2022, mainly by supporting (i) management initiatives and set of actions to ensure that governance, accountability, management and transparency meet international standards, and (ii) the systematic integration and attention to the needs of vulnerable groups, in particular children, persons with disabilities and women survivors of violence.

Switzerland aims at enhancing prospects for Palestinians to live in dignity, prosperity and peace with Israel, via the respect and promotion of human rights, including gender equality, international humanitarian law and the rule of law by all duty bearers. To this end, SDC supports ten Palestinian and Israeli human rights and humanitarian law organizations active in the oPt, which provide legal aid and protection services to the population and advocate for the respect of the international law.

This programme will work closely with health workers arid health authorities at the state and federal level to improve access and quality of health services. Focus will be on maternal and child health, and sexual and reproductive health for the youth and adults. At the same time, the programme will address gender issues around gender based violence while also working on collecting data on the general population that can be used for evidence based programming within the health sector.

The SYP program contributes to improve sexual and reproductive health and rights (SRHR) of young people, thus reducing gender based health inequities. It supports the adoption, domestication and implementation of policies, and strengthens young people’s competencies on and access to SRHR services. The expansion to Tanzania and Rwanda leverages on the experience in Southern Africa financed by SDC, the United Nations Population Fund (UNFPA)’s thematic expertise and convening power.

Citizens will increase their influence on policy making through their active engagement with civil society organisations. Through improvement of their know-how on civic participation and engagement in civil society alliances, civil society organisations will effectively participate in democratic processes, demand reforms from the authorities, and contribute to social change in Bosnia and Herzegovina. They will increasingly act as advocates for democratic reforms, gender equality, human rights and social inclusion rather than as service providers.

This contribution aims at improving economic empowerment and resilience of women dairy producers in Abkhazia and Samegrelo. The protracted conflict in Abkhazia impedes socio-economic development, leading to high poverty and vulnerability to external shocks, as COVID-19. Women are particularly vulnerable, as they are also victims of gender-based discrimination and domestic violence. Farmer Field Schools will empower women by enhancing their technical and leadership skills.

This project uses targeted interventions in post-secondary educational institutions in Zambia and Zimbabwe to improve access to sexual and reproductive health and rights (SRHR) among 18-24 year-olds. Working with UNESCO and Ministries of Higher and Tertiary Education, the project brings Switzerland’s lengthy experience in the HIV/SRHR field to bear by targeting an often neglected cohort of young people with tailored interventions to reduce HIV infections, unintended pregnancies, and gender-based violence.

The increase in migrants and refugees residing in Egypt, coupled with shrinking humanitarian funding are leaving many at protection risk. With new challenges due to the COVID-19 pandemic, the protection risks have risen and needs are exacerbated. This project will respond to the immediate protection needs of refugees and migrants by providing a comprehensive package of gender sensitive emergency protection services in Greater Cairo, with a special focus on women and children at risk.
