Focus Areas

In addition to the thematic focus, part of the enlargement contribution is also to be geographically concentrated. The regions of „Lubelskie", „Malapolskie", „Podkarpackie" and „Swietokrzyskie" are vested with priority. With a per capita gross domestic product lying at approx. 35% of the EU-25 average, these regions boast the lowest development indicators in Poland. At least 40% of the enlargement contribution to Poland is to go to the benefit of these regions either directly or indirectly.

Infrastructure projects in Poland

Thanks to the Swiss-Polish Cooperation Programme, 44,000 families now live in asbestos-free houses. Switzerland contributed CHF 115 million to support energy efficiency and the use of renewable energies in a total of ten projects. In addition, Switzerland funded measures to improve public transport.

In summer 2014 the majority of the 21 Swiss-Polish partnership projects will come to a close. An evaluation of 16 Swiss project partners has concluded that the majority of the projects were carried out successfully and that the exchange of experience and knowledge was enriching for both sides.

Regional development in Poland creates jobs

The "Alpine Carpathian Cooperation Bridge" project promotes the production and marketing of traditional products from the Podkarpackie Voivodeship.

Local initiatives are strengthening economically weak regions in the new EU member states and creating employment. An interim evaluation of ten regional development projects in Poland shows that the implementation of the projects is largely going according to plan and already producing results.

President Didier Burkhalter pays an official visit to Poland

On 27 January President Didier Burkhalter will be received in Warsaw by the Polish President Bronisław Komorowski for an official presidential visit, the equivalent of a state visit in Switzerland. The three bilateral talks with President Komorowski, Prime Minister Donald Tusk and Foreign Minister Radosław Sikorski will focus on bilateral relations, European policy, Switzerland's chairmanship of the OSCE, as well as a range of international and multilateral issues. On the morning of 28 January President Burkhalter will travel to Cracow where he will visit projects supported by Switzerland as part of its contribution towards EU enlargement. The afternoon will be set aside for a visit to the concentration camps of Auschwitz I and Auschwitz II-Birkenau.

More than 200 projects are now being implemented as part of the enlargement contribution. At the annual conference of Swiss Cooperation with Eastern Europe on 31 May 2013 in Bern, government representatives and experts from Switzerland and abroad discussed the importance and the impact of these projects. About 750 people took part in the annual conference in the Hotel National, an exceptionally high turnout.

First Solar Collectors in Operation at Polish regional Hospital

Since December 2012, the regional hospital of the Suski district has been receiving its hot water thanks to solar energy. In fact, 123 solar panels have been installed on the roof of the hospital. In addition, by summer 2013, an additional 2349 solar panels on the roofs of private buildings will be put into operation.

Co-operation on research between Poland and Switzerland

In the framework of the Swiss-Polish Research Programme, two research teams from Bern are participating in projects on flood prevention and aspects of climate change. The Programme is financing a total of about 40 research projects which are being carried out by Swiss and Polish universities and research institutes. The programme has an overall budget of about CHF 30 million.

During the visit of Federal Councillor Schneider-Ammann an agreement on the launch of a renewable energy project was signed.

Federal Councillor Johann Schneider-Ammann was in Poland from 15 to 17 February for a series of working meetings. During his visit he met the Minister of Regional Development, Elżbieta Bieńkowska, whose portfolio includes the Swiss enlargement contribution.

Nine projects in the area of basic infrastructure and environmental protection with a total value of almost CHF 110 million were approved in the year 2011. The first priority is improving waste management at the communal level. A second priority concerns measures to promote renewable energies. Efforts will also be made to improve the safety and reliability of public regional transport.

Enhancement of regional competitiveness in Poland

Through pilot projects, support will be given to approximately 90-100 small and medium-sized enterprises taking concrete measures

In Poland, the principles of environmental awareness and corporate social responsibility have not yet been widely adopted. With a contribution of about CHF 5 million, Switzerland seeks to improve this situation. The project agreement was signed on 4 August 2011.

Poland is a priority country for the enlargement contributions and has been allocated CHF 489 million, almost a half of the entire enlargement contribution. The country is now a magnet for tourists but its infrastructure, especially in rural areas, is still rudimentary.
