Enlargement Contribution for Bulgaria and Romania accepted by Parliament

As the second Chamber of the Swiss Parliament to do so, the Council of States followed the National Council on 7 December 2009 in approving the Federal Decree on the enlargement contribution for Bulgaria and Romania This parliamentary decision enables Switzerland to finance projects and programmes designed to reduce the economic and social disparities in Bulgaria and Romania.

Slovenia: First renewable energy project approved

Within the framework of its contribution to EU enlargement, Switzerland has set aside CHF 3.7 million for a Slovenian project to encourage the use of renewable energy sources in various municipalities of the Primorska coastal region. The pilot project will enable the use of solar power and biomass and raise public awareness of the use of renewable energy sources.

Modernisation of the Latvian Judicial System

As part of its contribution to EU enlargement, Switzerland has pledged CHF 8 million to co-fund a project aimed at improving the quality and efficiency of Latvia’s judicial system. The joint project agreement was signed by the two countries on 25 June 2009.

The beneficiaries of this CHF 30 million-endowed programme are young and promising research scientists from the Central and Eastern European EU-Member States.

On 28 May 2009, within the scope of the Swiss Enlargement contribution, a project agreement was signed in Tallinn, Estonia, for the provision of support both to the Estonian Forensic Science Institute and to other criminal prosecution authorities in Estonia. The Swiss contribution of CHF 3.5 million is intended to finance the procurement of modern technical equipment, an enhanced data exchange system, and the organization of training courses.

Implementation of enlargement contribution in Poland

Switzerland is helping to facilitate access to long-term financing for SMEs in Poland. On 13 May, the Federal Council decided to make CHF 53 million from the enlargement contribution fund available for venture capital investments with a view to enabling job creation in structurally weak regions.

Enlargement contributions for Bulgaria and Romania - Political declaration of intent signed

Switzerland, along with the EU, signed the political declaration of intent in Brussels on Wednesday to support the two newest EU member states, Bulgaria and Romania. In it Switzerland set its enlargement contribution for the two states at CHF 257 million. This declaration in the form of an addendum to the existing memorandum of understanding has been made with a reservation pending approval of the contribution by the Swiss Parliament.

Le Conseil fédéral prévoit d'apporter son soutien à la Roumanie et à la Bulgarie par une contribution à l'élargissement d'un montant de 257 millions de francs. Les négociateurs de la Suisse et de l'UE se sont entendus, ce mercredi, sur les modalités générales de cette contribution. Le texte convenu entre les deux parties détermine la clé de répartition ainsi que les domaines couverts par les programmes et les projets. Cet arrangement doit encore être approuvé par le Conseil fédéral. Il constitue une déclaration d'intention et n'est, juridiquement parlant, pas contraignant.

Contribution à l'élargissement en faveur de la Bulgarie et de la Roumanie

Le Conseil fédéral entend soutenir les deux derniers Etats à avoir adhéré à l'UE, la Roumanie et la Bulgarie. La Suisse doit poursuivre son engagement à réduire les disparités économiques et sociales en Europe grâce à une nouvelle contribution à l'élargissement en faveur de ces deux pays. Celle-ci équivaudra, grosso modo, à l'aide qu'elle octroyait auparavant aux deux Etats. La Suisse va s'engager sur cinq ans à hauteur de 257 millions de francs pour des projets qu'elle avalisera elle-même. Les déboursements effectifs devraient s'échelonner sur une dizaine d'années. Cette contribution doit être approuvée par le Parlement sous forme de crédit-cadre et elle sera intégralement compensée sur le budget fédéral général.

Switzerland's time-honoured cooperation with Eastern Europe receives renewed legal foundation

The new Federal Act on cooperation with Eastern Europe comes into effect on 1 June 2007. This decision was made by the Federal Council at its meeting today. The Act, which governs Switzerland's cooperation with the states of Eastern Europe and the former Soviet Union, was approved by the Federal Parliament on 24 March 2006. The Swiss electorate confirmed the decision in a popular vote on 26 November 2006.
