The European Commission has been examining the development of eGovernment services since 2001. The published 2017 status report covers the 28 EU countries as well as Iceland, Norway, Serbia, Montenegro, Switzerland and Turkey.
Using four life events from the lives of the general public and businesses (studying, family life, unemployment and job hunting and work), this year's study examined public administrations' online offering. Four main indicators were measured, namely user centricity, cross-border mobility, transparency and basic modules. The evaluation of these services was based on the EU eGovernment Action Plan for 2016-2020.
Good marks for user centricity, a need for improvement in key modules
Evaluated at 78%, Switzerland is within the EU average (80%) for the user centricity indicator. The Swiss authorities increasingly provide seamless online services. The user-friendliness of the Swiss authorities' websites is high at 93%, which is above the European average. An increase can also be seen in transparency with regard to information on individual responsibilities and services (71%). There is still room for improvement in the traceability of online transactions and the use of personal data.
There is a need for improvement in the basic modules such as the electronic identity (eID) and authentic sources (central data directories). Cross-border mobility, which refers to the use of national eGovernment services abroad, dropped slightly across all the countries reviewed. This can also be explained by the fact that the eID is an important cross-border application. These basic infrastructures should be established within the framework of the eGovernment Switzerland strategy.
