Switzerland welcomes agreement on new OSCE Chair

The participating states of the Organization for Security and Co-operation in Europe (OSCE) have agreed on its 2024 chairpersonship at the annual Ministerial Council held this year in Skopje. The current chair, North Macedonia, will conclude its term at the end of the year, and Malta will assume the position thereafter. At the meeting in Skopje, Federal Councillor Ignazio Cassis underscored his support for Malta's chairpersonship and welcomed the agreement of the participating states, which was made possible after lengthy negotiations.


Federal Council makes no changes to 2024 quotas for third countries

The Swiss economy should be able to recruit the skilled labour it needs from non-EU/EFTA countries also in 2024. For that reason, the Federal Council is keeping the 2024 quotas for workers from third countries and for service providers at the same level as in the previous year. In addition, the separate quota for UK nationals will also remain unchanged for now, but will be incorporated into the regular quota for third country nationals in the medium term. At its meeting on 29 November, the Federal Council approved the partial amendment to the Ordinance on Admission, Period of Stay and Employment (ASEO). The amendment will come into force on 1 January 2024.


Federal Councillor Ignazio Cassis to attend 30th OSCE Ministerial Council in Skopje

Federal Councillor Ignazio Cassis will travel to Skopje on 29 November to represent Switzerland at the annual Ministerial Council meeting of the Organization for Security and Co-operation in Europe (OSCE). The meeting will focus on the security situation in Europe and the challenges facing the OSCE. In the North Macedonian capital, Mr Cassis will seek to ensure that the OSCE's values and principles are upheld and that the organisation remains capable of taking action.



Federal Council adopts dispatch on additional agreement supplementing double taxation agreement with France

During its meeting on 22 November 2023, the Federal Council adopted the dispatch on the approval and implementation of an additional agreement supplementing the double taxation agreement (DTA) with France. The additional agreement regulates in particular the taxation of cross-border remote working of up to 40% of working hours per year and thus takes account of developments in the area of remote working.


Federal Council extends safeguard clause for Croatia

At its meeting on 22 November, the Federal Council decided to extend for a further year the safeguard clause provided for in the Agreement on the Free Movement of Persons for Croatian nationals coming to work in Switzerland. The number of new work permits for 2024 will remain at the same level as 2023.


President Berset and Federal Councillor Cassis receive Hungary’s Prime Minister Orbán

On Tuesday 21 November, federal councillors Alain Berset, president of the Swiss Confederation and Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), received a courtesy visit from a delegation from Hungary headed by the country’s prime minister, Viktor Orbán. The exchange centred on bilateral relations, Switzerland's European policy objectives, Hungary's presidency of the Council of the European Union in the second half of 2024 and current international issues.


Cooperation in Foreign and Security Policy: State Secretary Alexandre Fasel meets EU counterpart Stefano Sannino

State Secretary Alexandre Fasel was received by the secretary-general of the European External Action Service (EEAS), Stefano Sannino, in Brussels on 21 November for the biannual consultations on foreign and security policy. In this context, Mr Fasel and Mr Sannino agreed to establish a structured dialogue on security and defence, with the aim of strengthening cooperation in this area. They also discussed the topic of cooperation and solidarity in response to current crises, and exchanged views on various multilateral issues.


New round of strategic dialogue between Switzerland and UK

On Monday, 13 November 2023, State Secretary Alexandre Fasel travelled to London for the annual strategic dialogue between Switzerland and the United Kingdom. He met with Christian Turner, political director, and Peter Wilson, director general for Europe, at the UK Foreign, Commonwealth & Development Office. The discussions centred on the intensive and diverse bilateral relations between Switzerland and the UK, current international affairs, and European matters. The primary objective of the discussions was to enhance political, economic and scientific cooperation between the two nations.


Switzerland and Italy agree permanent tax treatment for home working

November 2023 hat Boris Zürcher, Leiter der Direktion für Arbeit im SECO, die liechtensteinische Leiterin des Amts für Volkswirtschaft (AVW), Katja Gey, zur Unterzeichnung einer neuen Vereinbarung zwischen dem SECO und dem AVW im Bereich der Produktesicherheit empfangen. In Zusammenarbeit mit dem AVW kann die Schweizer Marktüberwachung ab 1. Januar 2024 zum Beispiel Maschinen stichprobenweise im Staatsgebiet des Fürstentums Liechtenstein kontrollieren.


President Alain Berset meets Pope Francis in Rome

President Alain Berset was received by Pope Francis at the Vatican on Thursday, 9 November. The meeting focused in particular on Switzerland’s and the Holy See’s global commitment to promoting peace. Current issues such as the situation in the Middle East and Ukraine as well as the investigation into abuse cases within the Roman Catholic Church in Switzerland were also discussed.
