Die Roma sind in Bulgarien die grösste ethnische Minderheit. Viele von ihnen leiden an sozialer Ausgrenzung, Diskriminierung, Armut und Arbeitslosigkeit. Soziale, kulturelle und ökonomische Barrieren erschweren den Zugang zu Bildung und Gesundheitsversorgung für Angehörige der Roma. Mit dem Erweiterungsbeitrag unterstützt die Schweiz Projekte zur Verbesserung der Lebensbedingungen der Roma in Bulgarien.

Durch den Schweizer Erweiterungsbeitrag wird in allen Partnerländern ausser Malta ein Unterstützungsfonds für Nichtregierungsorganisationen (NGO-Fonds) finanziert. Diese Fonds sollen die Mitwirkung der Zivilgesellschaft an der wirtschaftlichen und sozialen Entwicklung des Landes fördern und stärken. Der Gesamtbeitrag aller NGO-Fonds beträgt rund 61 Millionen Franken.

Die steigende Lebenserwartung in Bulgarien führt zu einer erhöhten Anzahl älterer Menschen. Damit diese auch im hohen Alter noch zu Hause im gewohnten Umfeld leben können, führt dieses Projekt die spitalexterne Hilfe und Pflege in vier Gemeinden ein. Die ambulante Pflege durch Fachpersonal bewahrt eine gewisse Selbstständigkeit der Patienten und verbessert so die Lebensqualität von chronisch kranken oder behinderten Menschen fortgeschrittenen Alters.
