Ghana urban mobility and accessibility project
This project, which aims at improving urban mobility and accessibility in Greater Accra Metropolitan Area (GAMA), builds upon initiatives previously promoted by the World Bank (WB) and the Agence française de Développement (AFD). SECO support will strengthen the capacities of an array of selected beneficiaries in GAMA in issues as public transport planning and traffic management. Besides, a collaboration between EPFL and KNUST University in Ghana will be established so as to train students in the field of urban mobility and accessibility, thus further contributing to reinforcing the sector in Ghana. While most SECO's resources will be earmarked for institutional strengthening, targeted quick wins investments are also planned.

In Ghana, the urban transport sector generally performs poorly with traffic congestion as the most serious problem. There are almost no modern, fuel efficient, medium-size or large buses anywhere, except in GAMA where a Bus Rapid Transit system is being started. A strong decentralization process is ongoing and responsibilities for urban transport are almost entirely allocated to the local governments (the so-called Metropolitan, Municipal, or District Assemblies or MMDAs). In GAMA, the MMDAs have taken a major step by creating in 2014 an agency, the Greater Accra Public Transport Executive (GAPTE) in charge of organizing and modernizing public transport services and of formulating and guiding the implementation of a long term mobility strategy for GAMA
The declared overarching project goal is to improve accessibility and mobility in the Greater Accra Metropolitan Area.
GAPTE is an effective mobility planning institution for GAMA.
GAPTE has the competence and has undertaken key actions for efficiently organizing, regulating, enhancing, monitoring and supervising urban public transport operations in GAMA.
The departments of transport of Accra, Ga West, Ga East, Ga Central, and Madina MMDAs have the competence and have undertaken key actions for efficiently organizing, regulating, enhancing, monitoring and supervising urban public transport operations in their territory.
Studies of accessibility needs of the population, passenger demand, and operators capability have been carried out.
Key staff of GAPTE, the MMDAs, and other stakeholders have been trained formally and on the job.
An urban mobility database is put in place and populated according to an established protocol.
Urban mobility planning methodologies for GAMA are formulated.
Studies are carried out to efficiently organize high capacity bus services and plan new routes.
A database (inventory and mapping) of all public transport is in place.
A plan is prepared for tro-tro fleet modernization.
Studies for improving the bus and taxi networks and the public transport terminals have been carried out.
Investment measures as smart traffic light systems and/or improvement of crossings.
New courses have been designed at KNUST for traffic and parking management, and teachers have been trained.
