Support to the Norwegian Refugee Council’s Integrated multi-sectoral humanitarian response in Gaza and the West Bank
In response to the humanitarian situation in Gaza and escalation of violence in the West Bank, Switzerland contributes to the Norwegian Refugee Council’s integrated, multi-sectoral humanitarian response in the OPT. Crises affected people are supported with protection and legal services, water and sanitation, shelter and education in emergency. This assistance is flexibly adjusted to the evolving situation and humanitarian needs on the ground.

Contexte |
In the Gaza Strip, over 65,000 people have been killed and essential infrastructure destroyed, forcing families into unsafe shelters with limited access to water, sanitation, and protection services, including education. 1.9 million people or about 90% of Gaza’s population, have been displaced during the war, with many forced to move repeatedly. Food insecurity, malnutrition, and psychological trauma are widespread, especially among children. Most households face water insecurity, while blocked aid and fuel shortages cripple humanitarian efforts. Legal systems have broken down, leaving many without identity documents or access to justice. In the West Bank, violence, demolitions, and settler attacks have intensified. Destruction of water and shelter infrastructure has left thousands vulnerable and exposed to severe health and protection risks. Movement restrictions, displacement, rising unemployment, and lack of services have deepened hardship. NRC’s multi-sectoral approach allows flexible emergency interventions in a highly volatile context based on the evolving situation, needs and vulnerabilities of a civilian population that is facing ongoing displacements. |
Objectifs | To reduce vulnerabilities of crisis-affected populations in Gaza and the northern West Bank by ensuring access to safe, protective, and needs-based humanitarian assistance. |
Groupes cibles | The programme will reach approximately 37,900 individuals from humanitarian crises affected displaced populations in Gaza and the West Bank, including female headed households, children, older persons and persons with disabilities. |

Principaux résultats attendus: 1.1: Crisis-affected communities in Gaza participate in inclusive site governance structures that strengthen community participation. 1.2: Crisis-affected site residents in Gaza engage in community-led protection mainstreaming and site maintenance activities. 1.3: Crisis-affected communities in IDP sites in Gaza receive life-saving water and sanitation, shelter and site management assistance tailored to their urgent needs. 1.4: Crisis-affected individuals in Gaza receive protection services tailored to their specific risks and needs. 1.5: Crisis-affected children in Gaza receive continued access to Education in Emergencies (EiE), including psychosocial support and learning opportunities. 1.6: Crisis-affected communities in Northern West Bank receive emergency water and sanitation, and shelter assistance to address urgent needs. 2.1: Crisis-affected communities in northern West Bank and Gaza access legal protection services. 3.1: Coordination, evidence generation, and technical leadership are delivered through active participation in sectoral mechanisms to inform and strengthen programming.
