The Sudan conflict has become the world’s largest displacement and protection emergency. Since April 2023, nearly 7.3 million Sudanese remain displaced within Sudan and over 4.2 million across borders into seven host countries1. SDC supports UNHCR life-saving response efforts inside Sudan and across South Sudan, Egypt and Chad to help prevent further loss of life and uphold the safety and dignity of people affected by the conflict.

Contexte

The Sudan conflict has become the world’s largest displacement and protection emergency. Since April 2023, some 14 million people have been forced to flee their homes, of whom nearly 12 million remain displaced —7.3 million within Sudan and over 4.2 million across borders into the Central African Republic, Chad, Egypt, Ethiopia, Libya, South Sudan, and Uganda. This is not only a Sudanese crisis but a regional emergency with global repercussions.

In late October 2025, the security situation in North Darfur sharply deteriorated as the Rapid Support Forces seized full control of El Fasher after 500 days of siege. The takeover forced tens of thousands to flee and left many trapped inside the city. Between 26 October and early November 2025, some 80,000 people are estimated to have fled El Fasher. Civilians remain at extreme risk amid the absence of safe humanitarian access and corridors across much of Darfur and Kordofan. New and secondary displacement is expected to continue.

UNHCR 2025 Appeal of USD 1.1 billion, covering the response in Sudan and in seven neighbouring countries remains critically underfunded at only 35 per cent (October 2025). UNHCR expressed critical needs in October 2025 for an amount of USD 84.2 million.

Provide timely and life-saving support, protection services and basic self-reliance opportunities to internally displaced Sudanese;

Support overstretched public systems, to prevent their total collapse and the full reliance of civilians on humanitarian agencies for basic services;

In neighboring countries 

Support host countries to ensure access to territory and asylum for all individuals in need of international protection.

Support host countries to provide timely, effective and inclusive life-saving protection and humanitarian assistance for all those fleeing Sudan.

Support host countries to strengthen institutional and local capacity to include refugees in national services and local economies.

Coordination avec d'autres projets et acteurs

UNHCR is working with 108 inter-agency partners in the Sudan Regional Refugee Response Plan (RRP) 2025. 

In line with the Global Compact on Refugees, UNHCR is facilitating coordination mechanisms in each country with the aim to support the host government, ensure a multistakeholder approach and lay the groundwork for solutions from the start, importantly through timely engagement of development actors.
