Tunisia Public Financial Managment and Local Governments (Phase II)

This Program aims to strengthen Tunisia’s public financial management (PFM) for improved efficiency and transparency at national and subnational levels. It includes in particular a series of activities aimed at strengthening the capacity of the most disadvantaged municipalities.

Contexte These are topics high on the Tunisian Government’s priority list. Following the apparent completion of the democratic transition, the Government has embarked on a governance and institutional transition. It is aimed at strengthening the transparency, accountability and performance of the public sector while ensuring the sustainability of its macro-fiscal framework.This fact sheet covers the second phase of SECO’s engagement in this World Bank-managed multi-donor trust fund dedicated to technical assistance and capacity building activities. The first phase has produced a series of significant results, many of which can be built upon.
Objectifs The proposed program will strengthen public financial management for improved efficiency and transparency at national and subnational levels.This second phase of SECO engagement is notionally earmarked to PFM issues at the central and subnational level only and leaving out financial sector issues, which had also been part of the first phase.The program is set up as a facility from which SECO expects to fund 10 to 20 specific projects each of which will have to be approved by a steering committee.

Principaux résultats attendus:   An organizational and functional review of the Ministry of Finance is carried out and an action plan developedA diagnostic of the current Financial Management Information System and system requirements is carried out and an action plan developedThe implementation of the government accounting strategy is supportedA diagnostic of the current Public Investment Management (PIM) practices is carried out and an action plan/roadmap to strengthen PIM is developedSupport to targeted municipalities to prepare and implement an action plan for improving PFM is provided A just-in-time and on-demand technical assistance system for municipalities is designed and deployedThe communication needs in view of decentralization of the various stakeholders are carefully assessed and streamlined in a coherent strategyLaunching of the 1st 'Innovation in Local Governance' competition

Principaux résultats antérieurs:   Support to the Centre de Formation et d’Appui # la Décentralisation (CFAD) is contributing to the development of a series of 22 new online training modules on local PFM and governance Training workshops on the International Public Sector Accounting Standards (IPSAS) provided for the members of the Conseil National des Normes des comptes Publics (CNNCP) will play a crucial role in their developing a system of public sector accounting oriented towards IPSASThe program has helped to strengthen internal audit function at the MoF’s Contrôle Général des Finances by providing certified courses to more than 75 staffThe public outreach of the Cour des Comptes, the supreme audit institution, is being supported through a series of public events targeting the media, parliamentarians and civil society6 PFM diagnostic assessments are conducted in large municipalities, including from the interior of the country, using the Public Expenditure and Financial Accountability (PEFA) methodolgy
