Support of the energy transition plan for municipalities

The program 'Alliance of Municipalities for Energy Transition' (ACTE) aims to support municipalities in the energy transition by providing them with original technical and financial solutions adapted to the local context. SECO will support the implementation of the ACTE program while introducing the ACTE/MENA Energy Award label (ACTE/MEA).

Contesto The 'Nationally determined contribution' of Tunisia (NDC - decided in the framework of the Paris Agreement in 2015) provides for a global reduction of 41% in carbon intensity in 2030 compared to 2010, through an increase of the promotion of energy efficiency in all consumer sectors and for all energy uses. In this context, municipalities have a major role to play, not only because of the extent of their heritage and the expenses linked with energy (public lighting is often the 2nd largest budget item after wages), but also because of the demonstration role they play to guide citizens and businesses towards energy-efficient choices.
Obiettivi The overall goal of the project is to provide the population of Tunisia with good environmental conditions, an improved quality of life at the municipal level and a wide range of decent jobs resulting from the implementation of clean energy production solutions adapted to local needs.
Effetti a medio termine Outcome 1: The 350 municipalities of Tunisia are able to carry out a systematic energy accounting of their consumption of water, electricity and fuel.Outcome 2: The National Agency for the Control of Energy (ANME), responsible for the coordination of the ACTE program at national level, has a good structure and a competent, efficient and motivated staff. It is also able to certify (according to the ACTE/MEA approach) and accompany (technically and financially) the municipalities in their activities.Outcome 3: Tunisian municipalities are certified with the label ACTE/MEA and are able and motivated to implement the related actions as well as to actively share their experiences with their counterparts in Tunisia and the MENA region.Outcome 4: 7 selected municipalities have started the implementation of their priority actions for the energy transition.

Risultati principali attesi:   Output 1: Energy audits of the Tunisian municipalities and establishment of a municipal energy accounting system.Output 2: Establishment of an operational unit for ACTE at ANME, including the national ACTE/MEA certification process and label management.Output 3: Establishment of a cell that will support the municipalities, including ACTE/MEA advisers responsible for the municipal energy planning cycles, and training of the local energy teams. Assistance for project management. During the launch phase of ACTE/MEA, at least 3 Tunisian municipalities get the label.Output 4: Provision of grants to finance studies and investments in 7 municipalities.
