Tajikistan UNDRR - Strengthening Resilience to Disasters and Climate Change in Tajikistan (SRDCT)
Tajikistan is highly vulnerable to natural hazards and climate impacts, thus strengthening resilience needed as fundament for sustainable development. The intervention will contribute to (i) sustainable and effective mechanisms and instruments to improve risk governance through the national DRR platform, (ii) improved risk knowledge through robust loss data collection and recording, and (iii) preparedness measures through support to multi-hazard Early Warning Systems and risk information.

- A relevant and useful information system for the National DRR Platform is maintained

Contexte |
The occurrence and impact of natural hazards in Tajikistan are high according to the INFORM Risk Index 2023. Earthquakes, weather-related hazards, landslides, rock-falls, avalanches, mudflows, extreme weather events, floods and glacier melting cause significant economic and human losses, disrupt economic development plans, resulting in unemployment, loss of income, displacement of population, and threaten health and wellbeing. Only for the first six months of 2024 disasters caused by natural hazards yielded in economic losses of over US$12 million as per statistics of the Committee for Emergency Situations of Tajikistan. Tajikistan's vulnerability to climate change is exacerbated by the increasing intensity and frequency of climate-related disaster events. According to the World Bank, Tajikistan has been identified as one of the most vulnerable countries to climate change risk across the Europe and Central Asian region. Building resilience to disaster and climate risks in Tajikistan therefore requires robust institutional capacity at local, sub regional and national levels in identifying needs and strengthening disaster risk knowledge and awareness, in ensuring effective and sustainable risk governance structures and frameworks at all levels, and in introducing methods and tools in support of disaster risk reduction (DRR) and preparedness for response including early warning and anticipatory action. |

National and local authorities including the office of the Deputy Prime Minister, the leadership and technical staff of the Committee for Emergency Situations, Committee for Environmental Protection and Hydromet, members of the National Platform for DRR (23 state agencies, 2 academic institutions), private sector (1) and civil society organizations (3). Within awareness raising activities, the beneficiaries are the population of Dushanbe, Bokhtar, Khorog and Khujand cities. |

Outcome 1: State authorities have improved risk governance and are actively engaged in disaster risk management. Outcome 2: Capacity of state authorities and stakeholders enhanced to develop an effective early warning system through improved collection and management of risk knowledge and data. |
