Eurasia Extractive Industries Knowledge Hub


Oil, gas and mining are the most important source of revenues and dominate the exports of many Eurasian economies. While high minerals prices and rising production have supported strong GDP growth in the resource intense countries, this has often not spurred sustainable development.

Contesto

Civil society often lacks the capacity to engage with governments to demand greater transparency and accountability across the sector. The Revenue Watch Institute's (RWI) Global Extractive Industry Knowledge Hub Program is one of the comparatively few initiatives that exist to build the capacity of the civil society engaged in extractive sector governance. SECO is financing the RWI Eurasia Extractive Industry Knowledge Hub Program in Baku, Azerbaijan, for the period from August 1, 2015, to March 31, 2018 with the amount of USD 880'000.-.

Obiettivi

The project aims to contribute to turn natural resource wealth of resource rich countries into sustainable development through building the capacity of the civil society, journalists, members of parliament and government officials to influence a transparent and accountable management of the extractive industries sector.

Effetti a medio termine

To equip civil society representatives, parliamentarians, journalists and government officials with the knowledge and skills necessary to oversee and ensure better government performance in the management of the extractive industry sector in their countries.

To deepen course content with more case studies from the region through comparative research- attracting top regional and international experts- growing the portfolio of capacity development mechanisms offered and adding more specialized, targeted courses.

To help Khazar University build its technical and institutional capacity to create extractive industry academic courses, undertake research with core faculty and become a regional center of technical expertise in the management of oil, gas and mining resources.

To analyze on a meta level lessons learnt from: (i) the establishment of regional training hubs- (ii) institutional strengthening for hub partners- and (iii) capacity development mechanisms with most impact.

Risultati

Risultati principali attesi:  

Expected deliverables are the conduct of Training courses by which Civil Society Representatives, Members of parliament, Journalists and government officials should be trained. An additional layer of indirect beneficiaries will be people from the target countries who receive training from trainers educated at the Eurasia Hub.
