Effects of climate change further stretch the coping capacities of poor rural households and may increase food insecurity; - Estimated annual losses through natural disasters in Bolivia reach up to 4% of the GDP; - This calls for Climate Change Adaptation (CCA) measures, whereby Disaster Risk Reduction (DRR) can be understood as an CCA-option, in order to achieve the Millennium Development Goals and to reduce poverty. Relevance of intervention: - The proposal Scaling-up of climate change builds on an existing Disaster Risk Reduction programme – PRRD. The PRRD is 1 of 8 programmes of the Swiss Cooperations Strategiy in Bolivia, working explicitly on Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR). It is already operational with a programme structure in place, which facilitates an immediate implementation. Characteristics of current DRR programme: The running PRRD started in April 2010 as a joint programme of the Regional Cooperation and Humanitarian Aid, with four components: 1) Risk governance and CCA in the decentralized public administration; 2) Climate risk reduction in the agricultural sector; 3) Mainstreaming of DRR and CCA into SDCs development programme in Bolivia; 4) Technical assistance at national level for preparedness, response and recovery (HA). Overall goal: Increased resilience of the sub national and the rural population against the impact of climate change, through adequate public policies, technical instruments and planning.
