Study tour on inter-municipal cooperation to the regions of Tuscany and Emilia Romagna

The Serbian delegation visited Italy for five days to see good practice examples of inter-municipal (IMC) cooperation in an EU member country.

The aim of the study tour to the Tuscany/Emilia Romagna regions, organized by the Ministry of Public Administration and Local Self Government (MPALSG), was to give the opportunity to Serbian law-makers and partners to learn from the examples of inter-municipal cooperation (IMC) of an EU member country.

Recently adopted amendments to the Serbian law on local government introduced for the first time a legal framework for inter-municipal cooperation in Serbia. The purpose of the study tour was for the Ministry of Public Administration and Local Self Government to acquire initial knowledge for the implementation of the pilot IMC fund, supported by the Swiss Government. During the visit MPALSG had the opportunity to discuss different IMC models applied in Italy and their pros and cons, practical challenges related to the implementation of IMC, incentives for IMC, and the role of the Italian National Association of Municipalities (ANCI) in supporting IMC.

Finally, participants of the study tour were given the chance to learn from two showcases of IMC in the Unions of municipalities, namely Borgo San Lorenzo and Vignola.
