Contesto Since its outbreak in March 2014, the conflict in eastern Ukraine affected over 5.2 million people, 2.9 million of whom are still in need of humanitarian assistance on both sides of the contact line. In the meantime, the conflict has transitioned to a stalemate, but shelling and skirmishes still regularly occur affecting heavily the population in the Donetsk and Luhansk oblasts. In addition, escalation in violence has been observed during 2021 and is highly likely to reoccurr due to ongoing political tensions and the build-up of Russian troops near the border with Ukraine, reigniting concerns over a potential invasion. Severe restrictions on movement due to Covid-19 have further increased the population’s vulnerabilities.
Overall, the conflict-affected population has difficulties to sustain livelihoods and access food, while struggling with mental health and psychosocial challenges.
Obiettivi The most vulnerable conflict-affected people in eastern Ukraine on both sides of the contact line have access to timely and effective life-saving assistance and protection.
Gruppi target The 2022 HRP targets 1.8 million people, including 750'000 residents in non-government controlled areas (NGCA), in need of humanitarian assistance. Through the established cluster coordination system, the most vulernable people and the most urgent needs will be prioritized.
