Policy advice for efficient VET reform in Serbia
Through this policy support to the Serbian Ministry of Education, governance mechanism of the new VET law will be put in place in a transparent and inclusive manner. State capacities will be able to evaluate the VET system. By increasing the outreach, the new system will be more need-based and available to all. All this will contribute to increased employment options for VET graduates. Partners are the Center for Education Policy (Serbian NGO) and the Swiss KOF.

Background | In 2017, Serbia adopted the Law on Dual education and entrepreneurship. The law faces some weaknesses, which are foreseen to be addressed through this project, in a transition period that has been envisaged by the Law. The project will support the establishment of a monitoring and evaluation system of the law, and the development of tools needed for an efficient reform implementation. |

Macro level: Employees of the Ministry of Education and Serbian Chamber of Commerce and Industries. Meso level: Schools and companies that are involved in dual education. Micro level: Pupils and their parents/families who will be included in dual education and will receive competent and timely information. |
Medium-term outcomes |
Outcome1: The national dual VET system in Serbia is reinforced and sustainable. Outcome 2: State institutions have the capacity to monitor and evaluate the implementation of the national model of dual education. Outcome 3: The wider public in Serbia is more aware about dual vocational education and young people have a wider career choice. |

Expected results: 1. Three by-laws to the VET Law (Instructors’ training, Work Based Learning Distribution and Career guidance). 2. M&E Framework and Capacity Building program for ministry staff 3. Implementation Master Plan 4. Cost-Benefit Analysis for the companies 5. Law Implementation Research Results from previous phases: For Switzerland, this is a new project, as so far it has not been involved in Policy Advice activities related to dual VET. However, it builds on previous successful interventions. Most referential previous results were achieved through the SDC Private Sector Development Program, through which, 7 companies created a private sector responsive curricula with a Technical School in Serbia, which was approved by the Ministry of Education. This model has been replicated at the national level. |
