UNDP National Commodities Program - Phase II
Agro-commodity production is an essential economic development driver for our partner countries and exports are top foreign income earners. However, commodity production is also driving some of the most important development problems today, such as causing deforestation or sustaining smallholder production model and inferior production practices that traps producers in poverty. Acknowledging this dilemma, the global demand for sustainably produced commodities is growing.

Importing countries are formulating policies and setting goals for sustainable trade. Buying companies are taking steps to address unsustainable conditions in their supply chains. Awareness on the importance of commodity sustainability in producing countries has risen as well and corresponding policies are put in place. SECO supports since 2015 the UNDP in establishing National Commodities platforms in Indonesia for the palm oil sector and in Peru for coffee sector. These platforms are forums where all stakeholders meet, dialogue and establish a consensus on sector specific issues that must be addressed for sustainable production.
The objective of the second phase is to contribute to building long-term sustainability of multi-stakeholder engagement in the National Commodity Platforms process. It aims at coordinating multi-stakeholder actions to implement the National Action Plans in Indonesia and Peru and at sharing successful practices for replication in other agro-commodity sectors around the world.
At the global level, the project formulates strategy, develops partnerships and provides guidance to country level interventions. At country level, support focuses on i) facilitation and coordination of actions on behalf of all stakeholders, help build systems to monitor progress and support decision-making related to National Action Plan implementation- and ii) anchorage of the local dialogue forum in a long-term institutional arrangement with increased capacity to lead stakeholder dialogue nationally.

i) strengthened methodologies for stakeholder dialogue and action planning are developed and implemented and structured learning is optimized- ii) global partnerships with commercial and non-commercial entities are established- iv) knowledge, and awareness of commodity sustainability and the value of stakeholder dialogue is shared.
Resultate von früheren Phasen:
UNDP?s Green Commodities Program has worked with SECO since 2015 to build effective enabling environments for sectoral change, with a focus on Indonesia?s palm oil sector, and Peru?s coffee sector. The collaboration with UNDP focused on the design and dialogue stage of the NCP methodology. National Action Plans are currently in the process of being formalized ready for implementation by the end of the first Phase. Some concrete results:
- Consultation of NAP in Indonesia at provincial, national and international level with 240 response received
- In Indonesia, smallholder training was piloted and 319 stallholder farmers certified
- Launch of multi-stakeholder dialogue forum in Peru in June 2017 with more than half of Peru0?s exporter (by volume) participating actively
- Actions on fiscal incentives and streamlining regulation included in both NAPs
- Availability of online toolkits to support national teams
- Global partnerships with key sector stakeholders established
