Yemen remains one of the world’s largest humanitarian crisis and its largest humanitarian response. More than 20 million people need humanitarian assistance across the country.

2021 saw a re-escalation of the conflict with severe humanitarian consequences, including new flows of internal displacement. This situation reflects the protracted nature of the crisis and the persistent acute humanitarian needs of the Yemeni population. 

• Advocate for respect of humanitarian norms and principles in crisis response and among all parties to conflict
• Mobilize urgent resources in support of the humanitarian response in Yemen on the basis of the Humanitarian Response Plan (YHRP)

• Promote respect for humanitarian principles, international humanitarian law and human rights and advocate protection of civilians and humanitarian personnel, safe and unimpeded access and accountability
• Promote complementarity between immediate life-saving humanitarian action and efforts to bolster essential public institutions and improve access to livelihoods
• Reinforce progress towards and continue to advocate a political solution for Yemen

In the absence of a sustainable peace and due to limited government structures, the country depends on a functioning humanitarian response system. The organised Humanitarian Pledging Conferences were key moments to enhance humanitarian funding in the past years. In 2021, the response was hugely underfunded, forcing key programmes to close or reduce. As a result, hungry families received reduced rations and facilities providing vital services stopped delivering.

In past years, generous donor contributions enabled a massive scale-up of humanitarian assistance in Yemen and the rollback of food insecurity, cholera and other emergency indicators. Indications are that with escalating conflict, a deteriorating economic situation and worsening livelihood, food insecurity and nutrition conditions, needs will again increase.
