Background |
The government of Serbia has embarked on a new path to foster the economic growth of Serbia by increasing its support to technology development, innovation and entrepreneurship. The government has adopted policy changes with this perspective and invested heavily in innovation infrastructure, including buildings of STPs through Serbia. SECO has accompanied Serbia in this transition to an innovation-based economy since 2011 by supporting Serbia in the promotion of exports of innovative products and in the establishment of the STP Belgrade. SECO was requested by the government of Serbia to extend its support to STP Ni? and STP Èaèak. |
Objectives |
The project will build on the results achieved with a previous project, which helped to establish and develop in Belgrade the first successful model of STP in Serbia to facilitate the creation and growth of high-tech companies with export potential. This project will further improve the flagship pre-seed support program of STP Belgrade by integrating IP-related support and a pre-seed funding scheme and ensure the scalability of the model in other cities in Serbia (Ni? and Èaèak). Further, the project will enhance the culture of entrepreneurship in Serbia to encourage more young people and especially women to pursue a career as entrepreneur. New employment opportunities in export-oriented businesses throughout Serbia will help to prevent brain-drain from regions to Belgrade and from Serbia abroad as well as encourage the Serbian diaspora to invest in its country. |
Medium-term outcomes |
1: STP Belgrade services to the establishment and development of export-oriented high-tech companies further improved 2: Start-up Center in Ni? enabled to provide support to the establishment and development of export-oriented high-tech companies 3: STP in Èaèak enabled to provide support to the establishment and development of export-oriented high-tech companies 4: Culture of high-tech entrepreneurship in conducive policy environment strengthened |
Results |
Expected results: Upgrade of the pre-seed support program of STP Belgrade Development of the business models for STP Ni? and STP Èaèak Integration of a pre-seed support program in STP Ni? and STP Èaèak Development of a pre-seed funding scheme in STP Belgrade but open to high-tech businesses from STP Ni? and STP Èaèak Development of capacities of STPs to provide support in IP-related matters to companies Awareness raising activities and policy advice on high-tech entrepreneurship Results from previous phases: Under the previous project: "Science and Technology Park Belgrade - the new export instrument of Serbia" (2015-2019), STP Belgrade was established as a limited liability company in a partnership between the Government of the Republic of Serbia, the City of Belgrade and the University of Belgrade. The project built STP Belgrade?s capacities to provide support and export-oriented services to high-tech companies, in particular at their initial stage of development. STP Belgrade gathers today 70 companies with more than 600 engineers. More than half of the foreign technology development companies in STP Belgrade have come to and incorporated in the STP Belgrade thanks to the introduction by the members of diaspora. The project has supported more than 100 export-oriented high-tech companies, which generated around ? 30 million of revenues, 70% or ? 22 million of which from exports. |
