Contesto

As the conflict in Sudan persists and the humanitarian crisis deteriorates, there has been a substantial influx of refugees into Egypt (61% Sudanese), exacerbating existing vulnerabilities and overwhelming local resources. More than half of the new Sudanese arrivals (53 %) are female headed households, surpassing the percentage of female headed households of the overall refugee and asylum-seeker population (46%).

Following the onset of the crisis in Sudan and in line with the Refugee Coordination Model, UNHCR led the development of a Regional Sudan Situation Refugee Response Plan (RRRP), to coordinate the interagency response as well as associated advocacy and resource mobilization in the five countries most affected by the potential outflows of refugees from Sudan including Egypt.

The 2025 RRRP (January 2025 – December 2025) is appealing for USD 1.8 billion for a projected population of 5 million people that includes refugees, returnees, third country nationals and host populations in surrounding areas. Within the RRRP, which focuses on enhancing protection measures, ensuring access to basic services such as healthcare and education, and promoting livelihoods, Egypt is appealing for USD 137.7 million

As of 9 April 2025, the response for the refugee response in Egypt in 2025 is only 21% funded (UNHCR).
