LIB ACTED Protection/Educ./Hum.Assist.


The intervention aims to improve access to education and protection for crisis-affected children as part of concerted efforts in eastern Libya levering impact. It further fosters local capacities and data and knowledge base for Libya’s longer-term efforts on assisting internally displaced people (IDP’s).

Contexto

The overall situation in Libya remains highly volatile. While 2021 saw progress toward stability subsequent to the 2020 Ceasefire Agreement and establishment of the Government of National Unity, and many Libyans managed to resume their lives and livelihoods, these gains remain fragile. The delay of national elections scheduled for December 2021, with no consensus on new dates or the constitutional basis, has brought a return to political division with two governments competing for power and influence, each affiliated with different armed groups. This continues to have negative implications for security, reconstruction and economic recovery.

Thus, Libya remains enmeshed in a volatile environment, also with a troubling human rights situation and limited public service delivery, including schools. Libya’s education system strongly suffered from years of protracted conflict and underinvestment. With the political situation in flux, it is assumed that no meaningful investments in the reconstruction of public services will be done soon. Vulnerable children remain particularly disempowered by insufficient access to quality education and protection. This requires concerted efforts to which ACTED contributes, also in the frame of the Education Cannot Wait (ECW) Program in Libya (2022-24).

Objetivos Enhance access of crisis-affected children to quality education and a protective environment in Derna and Benghazi, and improve evidence-based response for protection and durable solutions for IDP’s. 
Grupos destinarios The intervention targets 1) Crisis-affected, vulnerable and at-risk children, including internally displaced, returnee and host community children 2) Civil society organisations (CSO’s) 3) Local authorities (i.e. Ministries of Education (MoE) and Social Affairs (MoSA) and municipalities 4) International humanitarian and development organizations The project aims to directly benefit 7275 conflict-affected children in Benghazi and Derna areas.

Outcome 1 Improve equitable access to quality education and child-protection services for crisis-affected vulnerable children in Derna and Benghazi.

Outcome 2 Maintain and enhance evidence-based response for protection and resilience in Derna and Benghazi.

Resultados

Resultados previstos:  

1.

  • 3280 crisis-affected and vulnerable children accessed quality education to meet education needs (2640 in Derna and 640 in Benghazi) 
  • Education material provided to school children in Derna and in Benghazi 
  • Vulnerable children (2130) are provided with individualized psychosocial services. 
  • 80 CSO members are sensitized and/or trained in psychosocial support for children 
  • Case management and referrals for vulnerable children; cash assistance to the most vulnerable children/families 2. 
  • Area-level tools developed and 4 assessments piloted on durable solutions for IDP’s 
  • Capacity- strengthening of 40 authorities in data collection and analysis


Resultados de las fases anteriores:   Supported by Switzerland in 2020 and 2021, ACTED provided critical protection and cash assistance to the most vulnerable populations in Benghazi and Derna areas.
