Progetto concluso

Implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit, the Mekong Urban Flood Proofing and Drainage Program (Vietnam) aims to strengthen national capacities as well as standards and policies in the field of urban resilience, and to increase the resilience to adverse climate change related events of three selected cities.

Contesto

The Mekong Delta region is particularly vulnerable to climate change and flood-related disasters. At the same time the Delta is heavily populated and the country’s third largest industrial region. The vulnerability to flooding thus creates a large negative impact on the socio-economic development not only of the region, but also to the economic development of the whole of Vietnam. Climate change and uncontrolled urbanisation further impact the overall situation negatively. There is a lack of procedures and capacities at national and subnational level to implement measures to deal with these risks effectively and in a sustainable way.

Obiettivi

The overall objective of the Mekong Urban Flood Proofing and Drainage Program is to improve the capacity of national and sub-national authorities on urban resilience, through the development of nation-wide standards and policies relevant to urban drainage and reduction of flood risk, as well as to reduce urban flood risk and improve early warning in three cities in the Mekong Delta.

Effetti a medio termine

The national sectoral legal and policy framework is successfully revised and is used to adapt urban flood risk management.

The capacity of the public administration at provincial level is successfully strengthened to implement national regulations and to adapt to more frequent and serious urban flooding through flood risk assessments and revised planning and flood risk management.

The local population in three cities is better prepared to adapt to the impacts of floods.

Risultati

Risultati principali attesi:  

National regulations and guidelines for urban drainage planning are developed and gaps/inconsistencies in the overall framework are eliminated.

Guidelines and cost norms are developed to mainstream flood risk management.

A flood risk model and flood risk mapping are developed and are available for relevant urban investment decisions in the 3 selected cities.

The urban master plan, in particular the drainage plan, is reviewed and revised, using flood risk modeling in the 3 selected cities.

Provincial legislation and guidelines are developed to support implementation of the EWS (early warning system).

The cities’ capacity on preparedness to flooding is improved through early warning systems and better coordination amongst relevant stakeholders.
