Energy Efficiency in Public Buildings in Kyrgyzstan
Given the high energy intensity of Kyrgyzstan (with buildings being the main energy consumer), SECO will support the Government’s Action Plan to reduce energy consumption by demonstrating energy efficiency benefits in public buildings in the health and education sectors. The project will also help to build local expertise on energy efficiency.

Kyrgyzstan ranks among the 15 most energy intensive developing countries worldwide. The buildings sector is a major energy consumer. The public sector accounted for about 10% of the total electricity consumption in 2014. The majority of the public buildings stock is in dilapidated conditions. 20-30% of the heat demand in urban public buildings remains unmet every year due to the high heat loss combined with insufficient and unreliable electricity/heat supply. Many public buildings are severely under-heated with negative impacts on public service delivery and the well-being of its user. |
Obiettivi |
The project is expected to demonstrate the benefits of improved energy efficiency. It will illustrate the significant potential of a more efficient energy consumption for improving indoor conditions in public buildings. By doing so it will contribute to better living and working conditions and a more efficient use of scarce natural resources. Improvements in energy efficiency will be achieved by retrofitting the buildings (introducing energy efficient technologies) and by improving the energy saving practices. Other project results will be higher capacity of public buildings’ personal and selected municipal staff as well as local energy service companies. Awareness campaigns and legal framework improvements will accompany the project activities. The SECO co-financing is part of a larger World Bank project. |
